HomeMy WebLinkAbout08766ORDINANCE NO. 8766 AN ORDINANCE ESTABLISHING PROJECT E91401 AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $251,025 FOR THE REPLACEMENT AND PURCHASE OF COMPUTERS AND COMPUTER RELATED EQUIPMENT USED IN THE CITY’S 911 COMMUNICATIONS CENTER, UPGRADE OF E911 SOFTWARE AND SUPPORT (2 YRS), FUNDING FOR A TWO (2) YEAR 24/7 CONTRACT WITH CENTURY LINK FOR THE MAINTENANCE OF THE CITY’S E911 TELEPHONE SYSTEM, FUNDING FOR DATA SOURCE MAINTENANCE ASSOCIATED WITH THE COLORADO INFORMATION SHARING CONSORTIUM (COPLINK), REPLACEMENT OF THE NICE CALL FOCUS II AND INFORM SERVER, REPLENISH STOCK OF DAT-160 TAPES, FUNDING WITH EMERGENCY POWER SERVICES, CO FOR MAINTENANCE OF THE EMERGENCY LIGHTING FOR THE 911 COMMUNICATIONS CENTER, REPLACEMENT OF SECURITY SYSTEM MONITORS, AND PURCHASE OF CRITICALL DISPATCHER PRE-EMPLOYMENT PERSONNEL TESTING SOFTWARE WHEREAS, the Pueblo Police Communications Center is in need of replacement computers and computer related equipment essential to Public Safety dispatching, an upgrade of E911 software, funding for a two (2) year 7 x 24 contract with Century Link for the maintenance of the City’s E911 telephone system, replacement of the NICE Inform Call Focus III Recorder and Server, maintenance of the emergency lighting unit in the Communications Center, replacement of security monitors, replenish supply of DAT-160 tapes, and purchase of CritiCall Dispatcher Pre-Employment Personnel Testing Software; and WHEREAS, there are currently funds available in the E-911 Telephone Charge Fund reserves for said project; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: Project E91401 for Communications Center Equipment is hereby established. Funds in the amount of $251,025 are hereby budgeted and appropriated from the E-911 Telephone Charge Fund reserves to Project E91401 to be expended for the purposes authorized by said project. SECTION 2. The officers and staff of the City are authorized and directed to take all action necessary, appropriate or required to effectuate the provisions of this Ordinance. SECTION 3. This Ordinance shall become effective upon final passage and approval. SUMMARY: Attached is an Ordinance establishing Project No. E91401 and budgeting and appropriating funds in the amount of $251,025 from the E-911 Telephone Charge fund reserves for the replacement and purchase of computers and computer related equipment used in the City’s 911 Communications Center, upgrade of E911 software and support (2 years), funding for a two (2) year 24/7 contract with Century Link for the maintenance of the City’s E911 telephone system, funding for data source maintenance associated with the Colorado Information Sharing Consortium (CopLink®), replacement of the NICE Call Focus III and Inform Server, replenish stock of DAT-160 Tapes, funding with Emergency Power Services, Co. for maintenance and support of the emergency lighting system for the 911 Communications Center, replacement of security monitors, and purchase of CritiCall Pre-Employment Personnel Testing Software PREVIOUS COUNCIL ACTION: Not applicable BACKGROUND: Computers and Computer Related Equipment  Computers: $26,265.51  Rewiring for Display Port (DP) Connectivity: $12,136.88 Total: $38,402.39 o The 911 Communications Center computers have been in 24/7 use their initial installation in August 2010 and are in need of replacement. The Information Technology Department is recommending that these computers be replaced and have also recommended that the associated monitors be upgraded from Video Graphics Array (VGA) connections to Display Port (DP) connectivity. Display Port is the current technological standard and will provide clearer and more distinct visual displays for the graphic rich Computer Aided Dispatch (CAD) System, which includes mapping and AVL for police vehicles and eventually fire apparatus. DP cables will need to be installed in the dispatch consoles to support the new computer monitors. It is important to note that the computers being replaced will be transitioned for use with the CritiCall Dispatcher Pre-Employment Personnel Testing, which is also included in this Ordinance. Three (3) computers for the Dispatch Supervisors and one (1) computer for the Dispatch Manager will also be replaced. E911 Software Upgrades  $53,400.00 Upgrades and Maintenance to the VIPER (E911) Evergreen software are needed to ensure the effectiveness and functionality of the Police Department 911 Communications Center, which serves as the only Public Safety Answering Point (PSAP) for the City of Pueblo. The funding is for a two (2) year support and maintenance by Intrado, the software supplier and partner of Century Link Communications.  Upgrades will position the City of Pueblo for Next Generation (NG911) technology, to include the possibility of texting to Public Safety Answering Points (PSAP’s).  Will rectify any existing issues within the VIPER E911 system through application of patches and hot fixes. Century Link Maintenance  $54,662.85 Century Link maintenance and support is critical to the function and stability of the City’s Public Safety Answering Point (PSAP). Recent time and materials billing have exceeded the cost of an annual 7 x 24 maintenance service. Funding in this Ordinance will provide two (2) years of 7 x 24 maintenance and support. Colorado Information Sharing Consortium (CISC) – CopLink®  $26,629.41 The Colorado Information Sharing Consortium houses the IBM® CopLink® database application that consolidates policing data from many agencies throughout Colorado, which aids collaboration and helps generate tactical leads for dispatchers, officers and detectives. Funding provides for the maintenance of data provided to CopLink® by our agency for three (3) years (2013-2015). NICE Inform Server and Call Focus III:  $58,100.00 The NICE Inform Recording System (Call Focus III and NICE Server) is the equipment used to record all Communications Center phones and radio audio. The operating systems for both the Inform Server (Windows 2003) and the Call Focus III recorder (Windows XP) are beyond end of life. Semi-Annual Maintenance for emergency lighting for the 911 Communications Center  $1,650 The Pueblo Municipal Justice Center has a back-up generator to provide emergency lighting to the Communications Center in the event of a power outage. This unit must have yearly maintenance to ensure that it is functional if/when needed. Approval of this ordinance will fund a two (2) year contract for maintenance of this unit. DAT-160 Tapes  $343.40 DAT (Digital Audio Tape) is a standard medium and technology for the digital recording of audio on tape at a professional level of quality. DAT tapes are used to back-up phone and radio audio files and are in need of replacement. Security System Monitors  $5,831.64 Communications Center personnel monitor the internal and external security system for the entire Pueblo Municipal Justice Center through the use of video cameras monitors placed inside and outside the building. Functions of this system and the associated monitors allow for after- hours communication with persons via a camera/intercom system, allow officers access to/from the temporary holding cell areas, as well as opening gates, bay doors, and entrance doors as needed. The monitors currently in place have been in use since early 2010 and are in need of replacement. This will ensure continued communication capabilities between public safety dispatchers, citizens and officers via the intercoms place both inside and outside the Pueblo Municipal Justice Center. CritiCall Dispatcher Pre-Employment Testing Software  $12,005.00 Retention of Emergency Services Dispatchers has been, and continues to be, an issue for the Communication Center. Current Civil Service testing does not accurately test or screen for critical skills required of a public safety dispatcher. These skills include, but are not limited to:  Summarizing verbally provided information  Advanced multi-tasking  Reaction to audible cues (i.e. alarm sound, voice prompts)  Recitation to assess clarity, speed and accuracy  Note-taking using a keyboard  Comparing number/letter sequences The Interim Civil Service Administrator has agreed to use CritiCall Personnel Selection Software in conjunction with other testing. The overall goal is to provide more accurate testing and screening of candidates that have both the aptitude and skill necessary to excel in the fast- paced dispatch environment. The Communications Center computers that are being replaced through this ordinance would be transitioned to provide training for Dispatch personnel and for use in CritiCall testing for future candidates, which should improve testing and employee retention. FINANCIAL IMPLICATIONS: Funds in the amount of $251,025shall be budgeted and appropriated from the E-911 Telephone Charge Fund reserves for said project. BOARD/COMMISSION RECOMMENDATION: N/A STAKEHOLDER PROCESS: N/A ALTERNATIVES: City Council may choose to not approve this ordinance. However, the equipment, supplies, software, upgrades and maintenance contracts requested through the approval of this Ordinance are necessary for the function and continued stability of the Police Department 911 Communications Center, the only Public Safety Answer Point (PSAP) for the City of Pueblo. The CritiCall Personnel Testing Software will help improve testing, screening, training and retention of the City’s Emergency Services Dispatchers.
