A RESOLUTION CONCERNING THE FUTURE
ASSIGNMENT OF TRANSPORTATION PLANNING
DUTIES PURSUANT TO THE 2014 DELEGATION
AGREEMENT BETWEEN THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, AND THE PUEBLO AREA
COUNCIL OF GOVERNMENTS, AS APPROVED BY CITY
ORDINANCE 8689
WHEREAS, on December 23, 2013, by Ordinance number 8689, City Council
approved a Delegation Agreement with the Pueblo Area Council of Governments
(“PACOG”) for transportation planning services; and
WHEREAS, since January 1, 2014, the City has approved reimbursement
requests from Pueblo County for planning services performed by Mr. Greg Severance,
the Director of the County’s Department of Transportation; and
WHEREAS, following a Colorado Open Records Act request, apparent findings
from numerous emails from Mr. Severance were disseminated by the local newspaper;
and
WHEREAS, in an email dated May 19, 2014, distributed using the County’s email
system, Mr. Severance made disrespectful comments regarding a Pueblo veteran; and
WHEREAS, in an email dated June 10, 2014, distributed using the County’s
email system, Mr. Severance made
another demeaning statement regarding a former
and
member of the Pueblo City Council;
WHEREAS, in an email dated July 5, 2014, distributed using the County’s email
system, Mr. Severance NOW,
made degrading remarks about local solid waste collectors.
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Pueblo Municipal Code prohibits discrimination by City contractors on the
basis of race, ancestry, age, national origin or status as a veteran of the armed forces.
See e.g. Section 1-8-4 of the P.M.C. Mr. Severance’s comments using Pueblo County’s
email system violate the City’s policies which prohibit discrimination.
SECTION 2.
A City contractor, such as Mr. Severance, whose comments consist of racial or
ethnic slurs, ageist stereotypes and statements which are demeaning to Pueblo’s
veterans, by his own actions, should be disqualified from performing future duties for the
City of Pueblo and being compensated for such services with taxpayer funds. In
addition, services performed by Mr. Severance under the 2014 Delegation Agreement
between the City and PACOG are discretionary with the City, and under all attendant
circumstances, any such services should be appropriately discontinued.
SECTION 3.
Effective on the date of this Resolution, the Assistant City Manager for
Community Development is directed not to assign transportation planning duties to Mr.
Severance, after the date of this Resolution, pursuant to the 2014 Delegation
Agreement between the City and PACOG.
SECTION 4.
Effective on the date of this Resolution, the City’s Finance Director is directed not
to reimburse Pueblo County for transportation planning services performed by Mr.
Severance, after the date of this Resolution, pursuant to the 2014 Delegation
Agreement between the City and PACOG.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution.
SECTION 6.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a proposed Resolution directing the Assistant City Manager for Community
Development not to assign future transportation planning duties to Mr. Greg Severance and
directing the City’s Finance Director not to reimburse Pueblo County for transportation planning
services performed by Mr. Severance, after the date of this Resolution, under the 2014
Delegation Agreement between the City and PACOG.
PREVIOUS COUNCIL ACTION:
On December 23, 2014, the Pueblo City Council approved the 2014 Delegation Agreement with
Pueblo Area Council of Governments.
BACKGROUND:
On December 23, 2013, by Ordinance number 8689, City Council approved a Delegation
Agreement with the Pueblo Area Council of Governments (“PACOG”) for transportation planning
services. Since January 1, 2014, the City has recieved reimbursement requests from Pueblo
County for planning services performed by Mr. Greg Severance, the Director of the County’s
apparent
Department of Transportation. Following a Colorado Open Records Act request,
findings from numerous emails from Mr. Severance were disseminated by the local
newspaper.
In an email dated May 19, 2014, distributed using the County’s email system, Mr. Severance
made disrespectful comments regarding a Pueblo veteran.
In an email dated June 10, 2014, distributed using the County’s email system, Mr. Severance
made another demeaning statement regarding a former member of the Pueblo City Council.
In an email dated July 5, 2014, distributed using the County’s email system, Mr. Severance

ALTERNATIVES:
The Assistant City Manager for Community Development will continue to assign future
transportation planning duties to Mr. Greg Severance and the City’s Finance Director will
continue to reimburse Pueblo County for transportation planning services performed by Mr.
Severance under the 2014 Delegation Agreement between the City and PACOG.
RECOMMENDATION:
Approval of this Resolution.
