HomeMy WebLinkAbout13025 RESOLUTION NO. 13025 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $337,841 TO INSITUFORM TECHNOLOGIES AND SETTING FORTH $67,568.20 FOR CONTINGENCIES, FOR THE FY2014 SANITARY SEWER MAIN LINING PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 14-037 (WWAN01/WWAN02) FY2014 Sanitary Sewer Main Lining Project have been received and examined; and WHEREAS, the proposal of Insituform Technologies of Littleton, Colorado was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for lining of the sanitary main and construction of one 48” manhole throughout ten different sites within the City of Pueblo. Contract Agreement for FY2014 Sanitary Sewer Main Lining Project with Insituform Technologies, Project No. 14-037 (WWAN01/WWAN02) is hereby awarded to said bidder in the amount of $337,841. Approximately $224,724 will come from WWAN01 and $113,117 from WWAN02. SECTION 2. Funds for Project 14-037 (WWAN01/WWAN02) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work………$67,568.20 SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached agreement to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Gene Michael, Wastewater Director A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE SUBJECT: AMOUNT OF $337,841 TO INSITUFORM TECHNOLOGIES AND SETTING FORTH $67,568.20 FOR CONTINGENCIES, FOR THE FY2014 SANITARY SEWER MAIN LINING PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a resolution awarding a construction contract to Insituform Technologies for FY2014 Sanitary Sewer Main Lining Project at ten different sites throughout the City of Pueblo. PREVIOUS COUNCIL ACTION : None BACKGROUND : The sanitary sewer system is comprised of several different types of pipe. One of these pipe types is vitrified clay pipe (VCP) which, as the name suggests, can be very brittle. Sections of clay pipe are very short due to their weight and therefore, roots are introduced through the joints in the pipe. Roots can cause severe backups and unsanitary conditions into homes and the public streets. In addition, breaks due to the brittle condition of clay pipe can cause large voids in the sanitary sewer pipe which allow raw sewage to enter the ground, contaminating the ground water. If complete collapse is not present in the sewer main, there is an option of lining the mains with an impenetrable lining that will stop the entrance of roots and cover small voids and breaks in the sewer main. The Wastewater Department maintains a priority list of these deteriorating sanitary sewer mains. The sites for this project were taken from that list due to their advanced deteriorated structural condition. To protect public interest, these mains require rehabilitation. The work by Insituform would involve installing an impenetrable liner known as cured-in- place pipe into the 6,200 feet of pipe. Private taps shall be reinstated to the sanitary sewer main using a “reinstate” which will cut a hole through the liner at each tap. In addition, at any tap location that is called out as being “defective,” a “full wrap lateral repair” will be used to repair the defect. One standard 48” manhole shall be installed at the intersection of Rawhide Rd. and Wildfire Dr. FINANCIAL IMPLICATIONS : The cost of the construction project will not exceed $337,841. Funds are available from the Sewer User Funds and have been appropriated to Project #14-037 (WWAN01/WWAN02). Approximately $224,724 will come from WWAN01 and $113,117 from WWAN02. BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would do no improvements to the existing sanitary mains and the system would remain as is. Doing so could introduce unsanitary conditions to the public as well as contaminate ground water sources with raw sewage. Alternative No. 2 – Remove and Replace Sanitary Sewer Mains Under this alternative, all of the mains in each of the 10 sites throughout the project would be excavated to remove all of the VCP and replaced with polyvinyl chloride (PVC) pipe. The amount of pipe that would need to be removed and replaced would be approximately 6,000 feet. This amount would include roughly 1,300 feet of 15” pipe. The remaining amount of pipe would consist of 8” pipe. A 48” manhole would be installed within the public right-of-way and all taps deemed to be “defective” would have to be excavated and repaired. Taps will have to be cut into the new PVC pipe at each tap location. There are approximately 128 taps that are included in the 10 sites. One of the ten sites runs underneath the railroad. At this location, a permit to be on railroad right- of-way would need to be obtained and boring under the tracks would then have to be done. The engineer’s estimate for Alternative No. 2 is approximately $1,000,000. RECOMMENDATION : Approval of the Resolution. Attachments : Bid Summary Sheet Site Location Map
