HomeMy WebLinkAbout08759ORDINANCE NO. 8759 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2014 CLASSIFICATION AND PAY PLAN BY ADDING THE POSITION OF PURCHASING SPECIALIST BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2014), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The classification and pay range for all bargaining unit employees of the City effective January 1, 2014; B. The classification and pay range for all non-bargaining unit employees of the City January 1, 2014; C. The pay range for all unclassified employees of the City effective January 1, 2014. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Naomi Hedden – Purchasing Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2014 CLASSIFICATION AND PAY PLAN BY ADDING THE POSITION OF PURCHASING SPECIALIST SUMMARY: The Purchasing Department would like to reflect the addition of the position title and pay scale for the Purchasing Specialist. PREVIOUS COUNCIL ACTION: In December 2013, City Council approved the annual Salary Ordinance for the 2014 fiscal year. BACKGROUND: Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. As submitted, the Pay Schedule adds the Purchasing Specialist pay rate and scale. FINANCIAL IMPLICATIONS: Funding for the position of Purchasing Specialist will be paid from the general fund. BOARD/COMMISSION RECOMMENDATION: N/A STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on June 26, 2014 to discuss the proposal. Both parties agreed to the creation of the new Purchasing Specialist position. The President of PAGE executed the meet and confer agreement accordingly. ALTERNATIVES: There are no alternatives to this Ordinance. If this Salary Ordinance does not receive approval by City Council, there will not be a pay rate or scale available to the department and the Purchasing Department will be unable to hire for this position. RECOMMENDATION: Approval of the Ordinance.
