AN ORDINANCE RELATING TO THE FISCAL YEAR 2014
STAFFING ORDINANCE AND AMENDING SAME BY
CREATING A PURCHASING SPECIALIST POSITION WITHIN
THE PURCHASING DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and
functionality for the Purchasing Department; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “PURCHASING” of Ordinance No. 8680, being the 2014
Staffing Ordinance, is amended as follows:
Purchasing
Director of Purchasing 1
Purchasing/Contract Coordinator 1
Purchasing Specialist 1
Total 3 \[2\]
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

SUBJECT: AN ORDINANCE RELATING TO THE FISCAL YEAR 2014 STAFFING
ORDINANCE AND AMENDING SAME BY CREATING A PURCHASING
SPECIALIST POSITION WITHIN THE PURCHASING DEPARTMENT
SUMMARY:
The Purchasing Department requests to create a new position titled Purchasing Specialist.
PREVIOUS COUNCIL ACTION:
In December 2013, City Council approved the annual Staffing Ordinance for the 2014 fiscal
year.
BACKGROUND:
The Purchasing Department requests to adjust its staffing by creating a new position titled,
Purchasing Specialist. Currently, the Purchasing Department operates with two (2) full-time
employees and several part-time, temporary employees. Purchasing practices and regulations
have grown increasingly complex and the workload for the City has exceeded the existing staff
capacity within the department. With the creation of a new position of Purchasing Specialist, the
department will be able to operate more efficiently and will not have to rely on several part-time
employees to perform the higher level clerical and warehouse functions required by the
department. The department will gain the additional help it needs and will reduce the number of
part-time positions by two (2). The result of this action will be increase staffing in the
Purchasing Department from two (2) full-time employees to three (3) full-time employees
FINANCIAL IMPLICATIONS:
Funding for the newly created position of Purchasing Specialist will come from the general fund.
The entry level annual salary for the position is $33,252. The difference in the salary of the one
paraprofessional full-time position compared to the combination of the two part-time clerk
positions is minimal.
BOARD/COMMISSION RECOMMENDATION:
N/A
STAKEHOLDER PROCESS:
City Administration and members of the executive board of the Pueblo Association of
Government Employees (PAGE) met on June 26, 2014 to discuss the proposal. Both parties
agreed to the creation of the new Purchasing Specialist position. The President of PAGE
executed the meet and confer agreement accordingly.
ALTERNATIVES:
There is only one option for the Purchasing Department should this ordinance not pass. The
Department would continue to utilize part-time employees to assist with covering the workload.
RECOMMENDATION:
Approval of the Ordinance.
