HomeMy WebLinkAbout13021RESOLUTION NO. 13021 A RESOLUTION APPROVING THE REDUCTION IN SIZE OF AND ADDING LANDSCAPING TO THE LANDING AT THE TOP OF THE GRAND STAIRCASE AND ADDING FOUR PARKING SPACES IN THE PARKING LOT ON PUBLIC LANDS IN GATEWAY PARK WITHIN THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO WHEREAS, the Amended and Restated Historic Arkansas Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement dated May 19, 2008 directs the HARP Authority to review and make recommendations to the City Council on the installation of improvements on HARP Public Lands; and WHEREAS, the HARP Authority at their May 14, 2014 Regular Meeting, found that the redesigned Grand Staircase parking lot is in compliance with the HARP Program Plan dated November 1996 and recommend installation of same to the City Council; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City of Pueblo hereby approves the reduction in size of and adding landscaping to the landing at the top of the Grand Staircase and adding four (4) parking spaces in the parking lot on HARP Public Lands within the Historic Arkansas Riverwalk of Pueblo. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution to effectuate the transactions described therein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING THE REDUCTION IN SIZE OF AND ADDING LANDSCAPING TO THE LANDING AT THE TOP OF THE GRAND STAIRCASE AND ADDING FOUR PARKING SPACES IN THE PARKING LOT ON PUBLIC LANDS IN GATEWAY PARK WITHIN THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO SUMMARY: The Harp Authority of Pueblo would like to narrow the landing at the top of the Grand Staircase within the Historic Arkansas Riverwalk of Pueblo to allow for an additional four (4) parking spaces to be used for a new tenant at 115 E. Riverwalk (Eco Walk Building). In addition, the Harp Authority is proposing to add landscaping to the landing and will also install an enhanced pedestrian crosswalk to match Memorial Hall. PREVIOUS COUNCIL ACTION: City Council approved the HARP Program Plan in November 1996. BACKGROUND: Section 3.1 (g) of the Amended and Restated Historic Arkansas Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement states that the HARP Authority shall review and make recommendations to City Council for the use, development, installation, removal, and renovation on HARP Public Lands. The HARP Authority, at its Regular Meeting on May 14, 2014, found that the redesigned Grand Staircase parking lot is in compliance with the HARP Program Plan dated November 1996 and forwarded their recommendation to the Pueblo Planning and Zoning Commission and Pueblo City Council. FINANCIAL IMPLICATIONS: The owners of the Eco Walk building are willing to pay for the improvements in exchange for use of the four (4) spaces for five (5) years. The HARP Authority will continue to be responsible for maintenance of the area. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their June 11, 2014 Work Session, voted 3-2- 1 to recommend denial with Chairperson Latka and Commissioner Seybold dissenting, Commissioner Lucas abstaining, and Commissioner Burrer absent. A minimum of four affirmative votes is required for a recommendation of approval to be provided to City Council. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The landing at the top of the Grand Staircase would remain as is, with no improvements made. RECOMMENDATION: Approval of the Resolution.
