A RESOLUTION APPOINTING MEMBERS TO THE PUEBLO
CONSERVANCY DISTRICT
WHEREAS: the Pueblo Conservancy District was formed per the Conservancy Law of
Colorado (Title 37, Article I, CRS); and
WHEREAS: Conservancy Districts are formed to reduce flood risk, conserve or develop
water resources, or participate in the development of parks or recreational facilities; and
WHEREAS: House Bill 14-1184 amended Section 37-3-101 relating to the appointment
or election of directors to the Pueblo Conservancy District by increasing the Board of Directors
from 3 to 9 directors with the City of Pueblo at-large representatives being increased from two
members to four; and
WHEREAS: The existing two At-Large City representatives shall be appointed to
complete their original District Court Judge appointed terms, two new City of Pueblo
representatives shall be appointed for initial 3-year terms, and one new representative shall be
appointed as the City/County Joint for an initial 5-year term expiring.
WHEREAS: All City of Pueblo representatives to the Pueblo Conservancy District must
reside within the City limits of the City of Pueblo; NOW, THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1:
Per HB 14-1184, the following individuals are hereby appointed to the Pueblo
Conservancy District and confirmed as the current directors, referred to “Holdover Directors,”
who shall continue to hold office until the expiration of their original terms:
Paul Willumstad for a term expiring April 11, 2017
Matt Cordova for a term expiring June 5, 2015
SECTION 2:
Per HB 14-1184, the following individuals are hereby appointed to the Pueblo
Conservancy District as new members for initial three-year terms:
Corinne Koehler for a term expiring July 31, 2017
Ronald Serna for a term expiring July 31, 2017
SECTION 3:
Per HB 14-1184, the following individual is hereby appointed to the Pueblo Conservancy
District as new members for initial five-year joint City/County term:
Dennis Maroney____ for a term expiring July 31, 2019
SECTION 4:
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 5:
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Per House Bill 14-1184, this Resolution shall appoint a total of four City of Pueblo
representatives to the Pueblo Conservancy District. Two appointments will confirm the
designation of the current directors, referred as “Holdover Directors,” who shall continue to hold
office as the City’s representatives until the expiration of their terms, two appointments for the
new members for initial three year terms, and one new joint City/County appointment for an
initial five year term.
PREVIOUS COUNCIL ACTION:
None, as previous appointments to the Pueblo Conservancy District were made by a District
Court Judge.
BACKGROUND
The Pueblo Conservancy District was formed per the Conservancy Law of Colorado (Title 37,
Article I, CRS). Conservancy Districts are formed by a local election to reduce flood risk,
conserve or develop water resources, or participate in the development of parks or recreational
facilities.
House Bill 14-1184 amends Section 37-3-101 relating to the appointment or election of directors
to the Pueblo Conservancy District by increasing the membership of the Board of Directors from
3 to 9 Directors. The existing Directors shall be confirmed to complete their original terms by
both the City Council and the County Commissioners.
All new vacancies are filled by the governing body of each entity rather than appointment by a
District Court Judge. Four directors shall represent the City (and must reside within the City),
four directors shall represent the County of Pueblo (one must represent Pueblo West) and one
director shall be a Joint City/County Appointment.
Current members of the Pueblo Conservancy District are Paul Willumstad with a term expiring
April 11, 2017 and Matt Cordova with a term expiring June 5, 2015. Two additional
appointments shall be made.
Following a Public Notice published in the Pueblo Chieftain on June 15, 2014 and an
announcement on the City Clerk’s webpage seeking volunteers to serve on this board of
directions, applications were received from the following individuals:

Raymond D. Seybold
Lawrence J. Simons
Donald Learned
One application was received to be considered for the Joint City/County appointment:
Dennis Maroney
Raymond Seybold is also on the Planning and Zoning Commission and the Airport Advisory
Committee
FINANCIAL IMPACT:
This is a volunteer committee, and members serve without compensation.

Not applicable for this Resolution.

Ratify current appointments and make new appointments, or remove from agenda and
readvertise for additional applications.
