SECTION 1. 1 Street between Dayton Avenue and North Greenwood Street, as platted in the East Pueblo Subdivision, Plan of Pueblo, and State Addition to Pueblo Subdivision, is hereby changed to City Center Drive. SECTION 2. Section 4 -10 -3 of Chapter 10, Title IV of the Pueblo Municipal Code, as amended, is hereby amended to read as follows: Sec. 4 -10 -3. Numbering system. The address numbering system shall have a point of reference of [First Street] City Center Drive and Santa Fe Avenue in the City. From that point of reference, street numbers shall comply with the Pueblo City- County Addressing Standards, published May 2010, on file in the Office of the City Clerk, or as subsequently amended by resolution of the City Council. SECTION 3. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Requested from City Center Partnership through Steven Meier, Director of Planning and Community Development SUBJECT: AN ORDINANCE CHANGING THE NAME OF A PORTION OF 1ST STREET LOCATED BETWEEN DAYTON AVENUE AND NORTH GREENWOOD STREET TO CITY CENTER DRIVE AND AMENDING SECTION 4-10-3 OF CHAPTER 10 OF TITLE IV OF THE PUEBLO MUNICIPAL CODE RELATING TO THE CITY’S ADDRESS NUMBERING SYSTEM SUMMARY: st The Pueblo City Center Partnership is requesting to change the street name of 1 Street to City Center Drive between Dayton Avenue and North Greenwood Street, which will add signage on I-25 indicating the location of City Center Drive. As a result of the street name change, the st City’s address numbering system’s point of reference will be amended from 1 Street and Santa Fe Avenue to City Center Drive and Santa Fe Avenue. PREVIOUS COUNCIL ACTION: The City’s address numbering system was previously amended by Ordinance 8235, which was passed and approved on July 12, 2010. BACKGROUND: The proposed street name change is being requested to allow the Colorado Department of Transportation (CDOT) to install signage on I-25 which would read “City Center Drive.” Staff met with the Planning and Zoning Commission at their April 23, 2014 Work Session to discuss the street name change. Several City departments were in attendance to discuss the issues associated with this request. Deputy Chief, Michael Bennett, and Dispatch Manager, Laura Wittrup, provided feedback of the impacts to emergency responders. For instance, when st citizens call in an accident, many will still use 1 Street as an indicator of the accident location, unnecessarily slowing response times. Section 12-4-7 of the Pueblo Municipal Code requires streets, which are obviously in alignment with others already existing and named, shall bear the name of existing streets. Having a portion of a street named differently than the rest causes navigating issues for tourists and visitors. It also can create confusion for emergency responders finding addresses following a segment of a street being renamed. Compounding these issues, GPS and web-based maps, such as Google and Bing, take a significant amount of time to update their maps for Pueblo. Drivers using those applications to navigate will be presented with incorrect information. Also, if the City violates its own Ordinances, it will be difficult to defend the Standards when dealing with future requests. st There are approximately 26 properties and businesses with a 1 Street address that will be required to change their address. The property owners and businesses will need to readdress their contact information and legal address documents as a result of the name change. The Pueblo Police Department and the Transportation Department have also indicated there will be problems compiling and benchmarking traffic accident data. Not only does it make the st intersection along 1 Street difficult to track for transportation purposes, but it also makes traffic st accidents on that section of 1 Street more difficult to accurately collect crash data. Approximately one year ago, Staff recommended denial of a similar request to change Grand Avenue to Alan Hamel Avenue. The Planning and Zoning Commission and City Council approved the request for the street name change, and since that time, the City Department of Transportation (the only business along the street) has noticed significant difficulty in routing citizens to their office. st The City currently uses 1 Street and Santa Fe Avenue as the baseline for its addressing system. The street name change will require Section 4-10-3 of the Pueblo Municipal Code to be amended to reflect the baseline as City Center Drive and Santa Fe Avenue. FINANCIAL IMPLICATIONS: The City will incur approximately $5,300 in costs to change the street name signs along the st existing 1 Street Corridor. There will be a financial impact to private property/business owners, but the amount is unknown at this time. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission at their May 14, 2014 Regular Meeting voted 3-2 to recommend denial with Commissioners Burrer and Lucas absent and Commissioners Eslinger and Webb dissenting. A minimum of four affirmative votes is required for a recommendation of approval to be provided to City Council. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. ALTERNATIVES: If City Council does not approve this Ordinance, the street name change would not occur and st the street would remain named 1 Street and the City’s address numbering system would remain unchanged. Staff recommended to the Planning and Zoning Commission that the requested Street Name DENIED and one of the following alternative recommendations approved Change be instead: 1. Request the Central Business District be officially renamed as the City Center and that CDOT change the wording on the Central Business District signs to City Center Business District. 2. Establish a specific area to be defined as Pueblo City Center. Work with the business owners in the City Center to establish a marketing tool to promote the City Center, such as requesting business owners to append their name with “at City Center” (Pueblo Marriott at City Center for example). Upon request of City Council, the Ordinance could be returned to the Planning and Zoning Commission for consideration of proposed modifications. RECOMMENDATION: Denial of the Ordinance.
