AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER
5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE
RELATING TO THE FY 2014 CLASSIFICATION AND PAY
PLAN BY AMENDING THE PAY SCALE FOR THE
SECRETARY TO THE CITY MANAGER
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2014), are amended to
read as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the
City effective January 1, 2014;
B. The classification and pay range for all non-bargaining unit employees of
the City January 1, 2014;
C. The pay range for all unclassified employees of the City effective January
1, 2014.

The officers and staff of the City are directed and authorized to perform any and all acts

This Ordinance shall become effective immediately upon final passage and approval.

CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY SCALE FOR THE
SECRETARY TO THE CITY MANAGER
SUMMARY:
Attached for consideration is an amended Classification and Pay Plan Ordinance that reflects a
change in the pay rate and salary schedule for the Secretary to the City Manager position.
PREVIOUS COUNCIL ACTION:
In December 2013, City Council approved the annual Salary Ordinance for the 2014 fiscal year.
BACKGROUND:
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council. The proposed Pay Schedule decreases the pay rate and salary scale
for the unclassified position of Secretary to the City Manager to coincide with a slight reduction
in duties and responsibilities, as well as a reduction in the amount of experience required.
Because the minimum qualifications have been reduced, it is only appropriate that the salary
scale be reduced in parallel. It is anticipated this action will also help broaden the pool of
candidates for the position. This proposal follows the recent retirement of the incumbent.
FINANCIAL IMPLICATIONS:
Funding for the position of Secretary to the City Manager was appropriated in the 2014 budget.
The proposed decrease in the pay rate and salary scale of the Secretary to the City Manager
may result in a salary savings for 2014 of up to $7,500.

None.
ALTERNATIVES:
If the proposed Salary Ordinance does not receive approval by City Council, the current pay
rate and salary scale will remain the same as previously approved in December 2013 for
FY2014.
RECOMMENDATION:
Administration recommends approval of this Ordinance.
