A RESOLUTION APPROVING THE LEAD-BASED PAINT
HAZARD CONTROL GRANT PROGRAM, THE LEAD-BASED
PAINT HAZARD CONTROL GRANT PROGRAM APPLICATION,
AND AUTHORIZING THE DEPARTMENT OF HOUSING AND
CITIZEN SERVICES TO SUBMIT THE APPLICATION AND PLAN
TOGETHER WITH ALL REQUIRED AND NECESSARY
CERTIFICATIONS, ASSURANCES AND DOCUMENTATION TO
THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT, AND AUTHORIZING THE PRESIDENT OF
THE CITY COUNCIL TO EXECUTE SAME
WHEREAS, the U.S. Department of Housing and Urban Development provides grant
funding to eligible local governments; and
WHEREAS, the City of Pueblo is an eligible local government; and
WHEREAS, the City of Pueblo Department of Housing and Citizen Services in
accordance with the “Residential Lead-Based Paint Hazard Reduction Act of 1992” will act to
decrease lead hazards in the home; and
WHEREAS, the City of Pueblo Department of Housing and Citizen Services will submit
an application for the 2014 Lead-Based Paint Hazard Control Grant Program; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo’s Housing and Citizen Services is authorized to submit an application
for grant funding under the Lead-Based Paint Hazard Control (LBPHC) Grant Program on
behalf of the City of Pueblo.
SECTION 2.
The Director of the Department of Housing and Citizen Services is authorized to execute
all documents associated with the Lead-Based Paint Hazard Control Grant Program.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the transactions described herein.
SECTION 4.
This Resolution shall become effective upon approval and passage.

SUMMARY:
Attached is a Resolution for City Council consideration authorizing City of Pueblo Department of
Housing and Citizen Services to submit a grant application and plan to the U.S. Department of
Housing and Urban Development (HUD) for the Lead-Based Paint Hazard Control Grant
Program.
PREVIOUS COUNCIL ACTION:
At the March 10, 2014 Work Session, the Housing Director asked for Council direction on said
application and was instructed to proceed.
BACKGROUND:
The “Residential Lead-Based Paint Hazard Reduction Act of 1992” finds that low-level lead
poisoning is widespread among American children, afflicting children under age 6, with minority
and low-income communities disproportionately affected. Where there are low levels, lead
poisoning in children caused intelligence quotient deficiencies, reading and learning disabilities,
impaired hearing, reduced attention span, hyperactivity, and behavior problems. The ingestion
of household dust containing lead from deteriorating or abraded lead-based paint is the most
common cause of lead poisoning in children. The danger posed by lead-based paint hazards
can be reduced by abating lead-based paint or by taking interim measures to prevent paint
deterioration and limit children’s exposure to lead dust and chips. The funding from this grant
would be used to control lead-based paint in the interior of identified housing units that are
positive for lead-based paint in low-mod income households, and allow for blood lead testing.
FINANCIAL IMPLICATIONS:
The grant will provide approximately $2,000,000 in federal funds to include administrative funding.
Community Development Block Grant funds will be used in furtherance of the allowable activities.
Upon receipt of the grant award letter all funding sources will be identified and brought to the City
Council for appropriation. The 10% match requirement ($200,000) will be funded by CDBG.
BOARD/COMMISSION RECOMMENDATION:
The Citizen’s Advisory Committee for CDBG was advised of the grant and supported the action.
STAKEHOLDER PROCESS:
There is no stakeholder process required for this grant.
ALTERNATIVES:
If this Resolution is not approved, the City will be unable to offer Lead-Based Paint Hazard
Control to the community.
RECOMMENDATION:
Approval of the Resolution.
