CI1401 - BSA DRIVEWAY “B” AND AUTHORIZING THE TRANSFER OF TH $150,000 FROM CP1004 - WEST 11 STREET BRIDGE REPLACEMENT TO CI1401, TO CONSTRUCT AN ALTERNATIVE ACCESS TO A PARKING LOT FOR THE BETHLEHEM SQUARE APARTMENTS th WHEREAS, the W. 11 Street Bridge Replacement (“Bridge”) is currently in the final design phase: and WHEREAS, the Bridge Project will close off the existing driveway access to a parking lot that serves several buildings for the Bethlehem Square Apartments; and WHEREAS, this Project will construct an alternate access to said parking lot and advance of the Bridge Project. Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. PROJECT NO. CI1401 - BSA DRIVEWAY “B” is hereby created. SECTION 2. th $150,000 is hereby transferred from CP1004 – W. 11 Street Bridge Replacement Project to CI1401 - BSA Driveway “B.” SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. CI1401 - BSA DRIVEWAY “B” AND TH AUTHORIZING THE TRANSFER OF $150,000 FROM CP1004 - WEST 11 STREET BRIDGE REPLACEMENT TO CI1401, TO CONSTRUCT AN ALTERNATIVE ACCESS TO A PARKING LOT FOR THE BETHLEHEM SQUARE APARTMENTS SUMMARY: This Project provides an alternative driveway access to a parking lot for the Bethlehem Square th Apartments in advance of the adjacent West 11 Street Bridge Replacement Project PREVIOUS COUNCIL ACTION: An Ordinance (No. 8170) Accepting a Grant and entering into a contract with CDOT. An Ordinance (No. 8736) Vacating Portions of the Adjacent Right-of-Way. A Resolution (No. 11846) to Award a Design Contract to URS Corporation. A Resolution (No. 12961) Transferring the Deed to the Bethlehem Square Apartments. BACKGROUND: th The proposed West 11 Street Bridge Replacement Project will make the current access to the Bethlehem Square Apartments southeast parking lot inaccessible. This Project will construct an th alternate access extending south from the vacated West 12 Street right-of-way. FINANCIAL IMPLICATIONS: th Funds for this Project will be transferred from the West 11 Street Bridge Replacement Project to CI1401 – BSA Driveway “B.” BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission unanimously passed with a vote of 6-0 (Burrer was absent) the requested vacation at their March 12, 2014 meeting. STAKEHOLDER PROCESS: The City of Pueblo met with representatives of Lucky Star LP, LLLP, (dba: Bethlehem Square Apartments). The same representatives were in attendance at the March 17, 2014 City Council th Work Session presentation concerning the West 11 Street Bridge Replacement project and proposed land transfer to allow the construction of the proposed new parking lot access. ALTERNATIVES: Denying this Resolution would result in the City of Pueblo being unable to proceed with the associated bridge replacement project. RECOMMENDATION: Approval of this Resolution.
