AN ORDINANCE INCREASING THE COLORADO

DIVISION GRANT FUNDING IN CAPITAL PROJECT NO.
AP1202-TRAINING RUNWAY PHASE II TO $206,944 AND
TRANSFERRING $14,549 FROM CAPITAL PROJECT NO.
AP1202-TRAINING RUNWAY PHASE II TO THE 715
FUND-CUSTOMER DEPOSITS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Colorado Department of Transportation-Aeronautics Division grant funds in
Capital Project No. AP1202-Training Runway Phase II is hereby increased to $206,944.
SECTION 2.
Funds in the amount of $14,549 are hereby transferred from Capital Project No.
AP1202-Training Runway Phase II to the 715 Fund-Customer Deposits.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the policies and
procedures described therein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and
approval.

NO. AP1202-TRAINING RUNWAY PHASE II TO THE 715 FUND-
CUSTOMER DEPOSITS
SUMMARY:
An ordinance that increases the Colorado Department of Transportation-Aeronautics
Division grant funds in Capital Project No. AP1202-Training Runway Phase II (Project)
and transfers excess City funds from the Project to the 715 Fund is presented for City
Council’s consideration.
PREVIOUS COUNCIL ACTION:
City Council accepted a State Grant under Resolution No. 12398 on May 14, 2012 for
half of the City’s matching funds for a Federal grant project to finish construction of the
new training runway at the Airport. On August 13, 2012, City Council approved
Ordinance No. 8501 that established the Project and the Federal, State, and City funds
were budgeted at that time. City Council approved a Federal grant amendment on
September 9, 2013 under Ordinance No. 8625 budgeting additional Federal grant and
City funds to the Project. On September 23, 2013 under Ordinance No. 8635, City
Council budgeted additional City funds to the Project to cover the State’s portion of the
additional funding as the State did not have funds available for the increase at that time
and had agreed to issue the funds under the 2014 State grant. The 2014 State grant
was approved March 24, 2014 under Ordinance No. 8708.
BACKGROUND
The FAA determined that Runway 8R/26L was unsafe due to its proximity to the ramp. It
was determined that a new runway would be built to replace this runway. The new
runway was completed and opened in July 2013. An AGIS Survey was requested by
the FAA as part of this grant and will be completed in a few months.
FINANCIAL IMPLICATIONS:
The State portion of the Project will be increased from $192,395 to $206,944, an
additional $14,549. The City’s matching funds were budgeted to the project when the
Federal grant increase was accepted under Ordinance 8625 on September 9, 2013. On
September 23, 2013, the City transferred $14,549 from the 715 Fund-Customer
Deposits to the Project to cover the State’s portion of the increased funding. The City’s
funds will be transferred from the Project back to the 715 Fund.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The runway was completed and opened in July 2013. The AGIS Survey will not affect
any stakeholders.
ALTERNATIVES:
If City Council does not approve this ordinance, the State’s funding for this project will
go back to the State as it cannot be utilized for anything else and the City will be
responsible for picking up the State’s remaining portion of the project.
RECOMMENDATION
Approval of this Ordinance.
PROPOSED MOTION:
This Ordinance will be placed on the Consent Agenda as it is being presented for First
Presentation, which sets the public hearing and orders the notice of the public hearing
to be published. On May 12, 2014, the Ordinance will be placed on the Regular Agenda
as it will be presented for Second and Final Presentation, which includes the public
hearing and action by Council.
