HomeMy WebLinkAbout12959RESOLUTION NO. 12959 A RESOLUTION APPROVING THE INSTALLATION OF THE JUNIOR LEAGUE OF PUEBLO CHILDREN’S BOULDER PLAYSCAPE PLAZA ON PUBLIC LANDS IN GATEWAY PARK WITHIN THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO WHEREAS, the Amended and Restated Historic Arkansas Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement dated May 19, 2008 directs the HARP Authority to review and make recommendations to the City Council on the installation of improvements on HARP Public Lands; and WHEREAS, the HARP Authority at their March 12, 2014, found that the Junior League of Pueblo Children’s Boulder Playscape Plaza is in compliance with the HARP Program Plan dated 1996 and recommend installation of same to the City Council; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City of Pueblo hereby approves the installation of the Junior League of Pueblo Children’s Boulder Playscape Plaza on the northwest corner of Gateway Park on HARP Public Lands with the Historic Arkansas Riverwalk of Pueblo. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution agreement to effectuate the transaction described therein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION APPROVING THE INSTALLATION OF THE JUNIOR LEAGUE OF PUEBLO CHILDREN’S BOULDER PLAYSCAPE PLAZA ON PUBLIC LANDS IN GATEWAY PARK WITHIN THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO SUMMARY: The Junior League of Pueblo would like to construct a Children’s Boulder Playscape Plaza feature at the northeast corner of Gateway Park within the Historic Arkansas Riverwalk of Pueblo. The feature will include a minimum of three boulders, each not to exceed 30 inches high, within a field of shredded rubber mulch six inches deep. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Section 3.1 (g) of the Amended and Restated Historic Arkansas Riverwalk of Pueblo (HARP) Authority Intergovernmental Agreement states that the HARP Authority shall review and make recommendations to City Council for the use, development, installation, removal, and renovation on HARP Public lands. At the HARP Authority Regular Meeting on March 12, 2014, the Board reviewed the proposed plans and location of the Children’s Boulder Playscape Plaza; and finding that the Playscape Plaza is in compliance with the HARP Program Plan dated November 1996, forwarded their recommendation to the Pueblo Planning and Zoning Commission and Pueblo City Council. The plan for the Children’s Boulder Playscape Plaza has been prepared in consultation with the Director of the Parks Department, Steven Meier, and Jay Williamson, CIRSA Loss Control Supervisor. FINANCIAL IMPLICATIONS: The Junior League of Pueblo will be responsible for funding the construction of the Project in the amount of $5,300. The HARP Authority will be responsible for maintenance. The annual cost of maintenance of the boulders and shredded rubber mulch will be insignificant. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their April 9, 2014 Regular Meeting, voted 6-0 to recommend approval with Commissioner Burrer absent. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: Various alternative locations on HARP Public Lands were identified as possible locations for this feature. This site was chosen because Gateway Park is the only area on the Riverwalk that does not include a children’s play feature. RECOMMENDATION: Approval of the Resolution.
