A RESOLUTION APPOINTING MEMBERS TO THE PUEBLO
REGIONAL BUILDING DEPARTMENT’S BUILDING, ELECTRICAL,
MECHANICAL, AND PLUMBING BOARDS OF APPEALS-JOINT
CITY/COUNTY APPOINTMENTS
WHEREAS, membership terms on each of the Building, Electrical, Mechanical, and
Plumbing Boards of Appeals of the Pueblo Regional Building Department expired on July 1, 2013;
and
WHEREAS, each of the appointments required to fill the expired terms requires agreed-
upon appointments of both the City Council of Pueblo and the Pueblo County Commissioners
pursuant to the provisions of the Amended Pueblo Regional Building Department Agreement
between the City of Pueblo and Pueblo County, dated August 10, 1981, and the City and County
have now agreed as to those individuals they desire to appoint to serve membership terms on the
aforementioned Boards; and
WHEREAS, the City Council, in conjunction with the County of Pueblo, now desires to
reappoint those individuals named below for three-year terms expiring July 1, 2016; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The following individuals are hereby reappointed to the indicated Boards of Appeals -
Joint City/County appointments for three-year terms expiring July 1, 2016:
BUILDING BOARD OF APPEALS ELECTRICAL BOARD OF APPEALS
Jeffery M. Bailey (Engineer) Ron E. Scott (Journeyman)
MECHANICAL BOARD OF APPEALSPLUMBING BOARD OF APPEALS
John K. Krall (Contractor) Kenneth R. Gulley (Journeyman)
Katherine A. Cox (Engineer)
SECTION 2:
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 3:
This Resolution shall become effective immediately upon passage and approval.

APPEALS-JOINT CITY/COUNTY APPOINTMENTS
SUMMARY:
Should City Council ratify the appointments made to the various Boards of Appeals following the
joint PACOG Meeting dated July 25, 2013?
PREVIOUS COUNCIL ACTION:
Appointments to the Pueblo Regional Building Department’s Boards of Appeals are made on an
st
annual basis for staggered three-year terms. Current terms expire on July 1 of each year.
BACKGROUND:
Due to regular term expirations of the following individuals on the various Boards of Appeals:
Jeffery M. Bailey (Building Board of Appeals - Engineer);
Ron Scott (Electrical Board of Appeals - Journeyman/Electrician);
John Krall (Mechanical Board of Appeals – Contractor);
Katherine Cox (Mechanical Board of Appeals – Engineer); and
Kenneth Gulley (Plumbing Board of Appeals – Journeyman),
there were 5 appointments to be made for three year terms expiring July 1, 2016.
The recruitment process in 2013 was handled by Pueblo County Staff, and there were no new
applications received for consideration; therefore all five incumbents were selected to be
reappointed following the PACOG meeting on July 25, 2013.
During a recent overview of the City’s Boards and Commissions Manual, it was discovered that
the Resolution ratifying these five appointments was inadvertently omitted from the Council’s
agenda in July of 2013. This Resolution officially ratifies these three-year reappointments.
FINANCIAL IMPLICATIONS:
This a volunteer committee and members serve without compensation.
