AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER
5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE
RELATING TO THE FY 2014 CLASSIFICATION AND PAY
PLAN BY ADDING THE POSITION OF GIS SPECIALIST I
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2014), are amended to
read as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the
City effective January 1, 2014;
B. The classification and pay range for all non-bargaining unit employees of
the City January 1, 2014;
C. The pay range for all unclassified employees of the City effective January
1, 2014.

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

CLASSIFICATION AND PAY PLAN BY ADDING THE POSITION OF GIS
SPECIALIST I
SUMMARY:
The Department of Information Technology would like to reflect the addition of the position title
and pay scale for the GIS Specialist I.
PREVIOUS COUNCIL ACTION:
In December 2013, City Council approved the annual Salary Ordinance for the 2014 fiscal year.
BACKGROUND:
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council. As submitted, the Pay Schedule adds the GIS Specialist I pay rate
and scale and leaves the pay rate and scale for the Sr. PC Network Technician as there is
currently one (1) incumbent in that position.
FINANCIAL IMPLICATIONS:
Funding for the position of Sr. PC Network Technician was appropriated for in the 2014 budget.
The difference in salary of Sr. PC Network Technician and the GIS Specialist I will result in a
salary savings for 2014.
BOARD/COMMISSION RECOMMENDATION:
The President of the Pueblo Association of Government Employees (PAGE) has signed the
meet and confer agreement.
STAKEHOLDER PROCESS:
City Administration and members of the executive board of the Pueblo Association of
Government Employees (PAGE) met on March 27, 2014 to discuss the proposal. Both parties
agreed to the creation of the new GIS Specialist I position.
ALTERNATIVES:
There are no alternatives to this Ordinance. If this Salary Ordinance does not receive approval
by City Council, there will not be a pay rate or scale available to the department and the
Department of Information Technology will be unable to hire for this position.
RECOMMENDATION:
Approval of the Ordinance.
PROPOSED MOTION:
This Ordinance will be placed on the April 14, 2014 Consent Agenda for First Presentation, and
on the April 28, 2014 Regular Agenda for Final Presentation and Public Hearing.
