Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Lori Pinz – Information Technology Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2014 STAFFING ORDINANCE BY REVISING A POSITION WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT SUMMARY: The Department of Information Technology would like to convert one (1) vacant position from the title Sr. PC Network Technician to GIS Specialist I. PREVIOUS COUNCIL ACTION: In December 2013, City Council approved the annual Staffing Ordinance for the 2014 fiscal year. BACKGROUND: The Information Technology Department requests to adjust its staffing by converting a vacant Sr. PC Network Technician position into a new position titled GIS Specialist I. Currently, the IT Department has approval for two (2) Sr. PC Network Technician positions, one of which is vacant. By converting the vacant position to a GIS Specialist I, the department will gain the additional help it needs with mapping and GIS functions as there is only one (1) full-time staff member devoted to GIS work. The result of this action will be no net increase in staffing. FINANCIAL IMPLICATIONS: Funding for the position of Sr. PC Network Technician was appropriated for in the 2014 budget. The difference in salary of Sr. PC Network Technician and the GIS Specialist I will result in a salary savings for 2014. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the meet and confer agreement. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on March 27, 2014 to discuss the proposal. Both parties agreed to the creation of the new GIS Specialist I position. ALTERNATIVES: There are two options for the Information Technology Department should this ordinance not pass. Option 1 would be to remain as is, and the Department would continue to use one (1) temporary employee to assist with covering part of the workload. Option 2 would be for the department to pay an outside contractor to help with the demand for maps and updates to the City GIS system. RECOMMENDATION: Approval of the Ordinance. PROPOSED MOTION: This Ordinance will be placed on the April 14, 2014 Consent Agenda for First Presentation, and on the April 28, 2014 Regular Agenda for Final Presentation and Public Hearing. ORDINANCE NO. 8727 AN ORDINANCE AMENDING THE FISCAL YEAR 2014 STAFFING ORDINANCE REVISING POSITIONS WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Information Technology Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “INFORMATION TECHNOLOGY” of Ordinance No. 8680, being the 2014 Staffing Ordinance, is amended as follows: Information Technology Director of Information Technology 1 Assistant Director of Information Technology 1 Public Relations & Media Specialist 1 Media Systems Administrator 1 Senior Business Systems Analyst 0.75 Senior Network Administrator 1 Senior Security Administrator 1 System Administrator 1 GIS Coordinator 1 GIS Specialist I 1 Senior PC Network Technician 1 [2] Business Systems Analyst 1 PC Network Technician 1 Communications Supervisor 1 Radio Technician / Radio Technician II 2 Total 15.75 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3.
