SUBJECT: AN ORDINANCE BUDGETING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $52,632 AND INCREASING THE TOTAL AMOUNT IN
CAPITAL PROJECT NO. AP1302-TAXIWAY A REHAB TO $5,263,158
SUMMARY:
Attached is an Ordinance budgeting and appropriating Colorado Department of Transportation-
Aeronautics Division grant funds to Capital Project No. AP1302-Taxiway A Rehab and
increasing the total project funding to $5,263,158.
PREVIOUS COUNCIL ACTION:
City Council passed and approved Resolution No. 12624 on March 25, 2013 accepting a State
grant to pay for half of the City’s matching funds for a Federal grant project to realign and
rehabilitate Taxiway A/A9 at the Airport. On September 23, 2013, City Council passed and
approved Ordinance No. 8633 approving the Federal grant and establishing Capital Project No.
AP1302-Taxiway A Rehab and budgeting and appropriating the Federal and State grant funds
and the City’s matching funds to the project. The State grant was issued based on an estimate of
the project costs but the project came in higher than anticipated. The Ordinance budgeted the
full funding for the Federal grant and the City’s matching funds but the State did not have the
funds to increase their grant at that time and agreed to issue more funds under the 2014 grant.
An Ordinance to approve the State grant is on this agenda for final presentation and Council
action.
BACKGROUND
Due to the construction of the new runway, Taxiway A and A9 need to be realigned and the
pavement rehabilitated. The work is in progress and the paving should begin within the next few
months. The project is scheduled to be completed by the middle of summer.
FINANCIAL IMPLICATIONS:
The total increase to the project will be $52,632. The City’s matching funds were budgeted to
the project when the Federal grant was accepted under Ordinance 8633 on September 23, 2013.
BOARD/COMMISSION RECOMMENDATION:
None
STAKEHOLDER PROCESS:
The project will only close small portions of the airport at any one time. Access will be provided
for pilots wanting to use the facility and should not interfere with any of the businesses on the
Airport.
ALTERNATIVES:
If City Council does not approve the State grant Ordinance, this Ordinance will be pulled from
the agenda. If City Council does approve the State grant Ordinance and does not approve this
Ordinance, the State’s funding for this project will go back to the State as it cannot be utilized for
anything else and the City will be responsible for picking up the State’s remaining portion of the
project.
RECOMMENDATION
Approval of this Ordinance.
PROPOSED MOTION:
This Ordinance will be placed on the Consent Agenda as it is being presented for First
Presentation, which sets the public hearing and orders the notice of the public hearing to be
published. On April 14, 2014, the Ordinance will be placed on the Regular Agenda as it will be
presented for Second and Final Presentation, which includes the public hearing and action by
Council.

ORDINANCE NO. 8724
AN ORDINANCE BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $52,632 AND INCREASING
THE TOTAL AMOUNT IN CAPITAL PROJECT NO. AP1302-
TAXIWAY A REHAB TO $5,263,158
WHEREAS, the City of Pueblo has accepted a Grant Agreement from the Colorado
Department of Transportation-Aeronautics Division in the amount of $52,632 for the Taxiway A
Rehabilitation; and
WHEREAS, funds need to be budgeted and appropriated; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funding for Capital Project No. 1302-Taxiway A Rehab is hereby increased to
$5,263,158.
SECTION 2.
Funds in the amount of $52,632 are hereby budgeted and appropriated to Capital Project
No. AP1302-Taxiway A Rehab from the Colorado Department of Transportation-Aeronautics
Division grant.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and approval.
