HomeMy WebLinkAbout12913RESOLUTION NO. 12913 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO SUBMIT A GRANT APPLICATION TO THE COLORADO STATE HISTORICAL FUND FOR FUNDING FOR THE PUEBLO CITY HALL INTERIOR REHABILITATION PHASE II PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to preserve the archaeological, architectural, historical, and natural resources which contribute to the character, individuality, and cultural heritage of Pueblo; and WHEREAS, it is the goal of the 2001 City Hall and Memorial Hall Historic Structural Assessment and Master Plan to preserve and restore City Hall and Memorial Hall as important historic civic buildings for the City of Pueblo and State of Colorado; and WHEREAS, the City Hall and Memorial Hall Restoration, Phase 1 Project that covered the repairs to the roof and gutters on both buildings was completed in 2011; and WHEREAS, the City Hall Phase 1 Remodel and Memorial Hall Renovation were completed in 2013; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $200,000 from the Colorado State Historical Fund to assist in the repair and rehabilitation of office and public lobby spaces serving both City Hall and Memorial Hall, a copy of which is attached hereto, is hereby approved and strongly supported. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier – Planning and Community Development Department SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, TO SUBMIT A GRANT APPLICATION TO THE COLORADO STATE HISTORICAL FUND FOR FUNDING FOR THE PUEBLO CITY HALL INTERIOR REHABILITATION PHASE II PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: Attached is a copy of the grant application to the Colorado State Historical Fund for funding related to the Pueblo City Hall Interior Rehabilitation Phase II Project. PREVIOUS COUNCIL ACTION: None. BACKGROUND: This Resolution authorizes the submittal of a grant application to the Colorado State Historical Fund to assist in funding the City Hall Interior Rehabilitation Phase II Project. The Project will include the rehabilitation of the original historic materials and concentrate on the historically significant primary public spaces on the First Floor of City Hall only. The scope of the Project includes the rehabilitation of the original terrazzo and hardwood flooring; repair, patch, and painting of the plaster ceilings and walls; rehabilitation of the marble columns, wainscoting, and trim; rehabilitation of the wood and glass storefront casework; installation of a new metal ladder to one of the original upper vaults; and the construction of a new interior door to the Pre-function Community Room for Code required egress. FINANCIAL IMPACT: The total rehabilitation project cost is estimated to be $302,152 including a $200,000 grant request from the Colorado State Historical Fund and local matching funds of $102,152. The City’s local match will be provided from remaining funds in the City Hall Remodel Phase I Project. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: City Planning and Community Development staff, Bill Zwick; project architect, HGF Architects, Inc.; project historic architect, Hoehn Architects, P.C.; and the Deputy Director of the State Historical Fund have met to discuss the grant application. It was decided to be competitive the application should only include the First Floor where the least amount of demolition and impact has occurred to the original building resource. The First Floor Pre-function/Community Room and the new City Clerk Offices have the most significant primary interior spaces and should be very competitive in the grant selection process. ALTERNATIVES: If the grant from the State Historical Fund was not submitted and awarded the City would be responsible for the rehabilitation costs. RECOMMENDATION: Approval of the Resolution.
