PROJECT IN THE AMOUNT OF $102,525
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An Agreement between the City of Pueblo, a Municipal Corporation, and Matrix Design
Group, Inc. currently exists. The change order is needed to complete the final phase of design

for the East 8 Street Bridge.
SECTION 2.
Funds for said professional services shall be paid from Project Account No. HU1402 –

East 8 Street/Dry Creek Design.
SECTION 3.
The President of the City Council is hereby authorized to execute said Agreement on
behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

Attached is the scope of work for final design for the East 8 Street Bridge over Dry Creek.
PREVIOUS COUNCIL ACTION:
June 13, 2011 - A Resolution Approving an Agreement between the City of Pueblo, a Municipal
Corporation, and Matrix Design Group, Inc., For Professional Engineering Services
Associated with the Preliminary Design of the East 8Street Bridge (PUE 8– 0.2 –

BACKGROUND:

The East 8 Street Preliminary design has been completed and we are ready to move forward
with the final design. Matrix Design Group has submitted the Scope of Work and the Estimated
Cost for Final Design.
FINANCIAL IMPLICATIONS:

Funds for the Final Design will be paid from HU1402 – East 8 Street Bridge/Dry Creek Design.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
There was a Public meeting held in District Two to review the preliminary design. The City of
Pueblo Engineering Department has reviewed and agreed with the Scope of Service for Final
Design provided by Matrix Design Group.
ALTERNATIVES:

Denial of this Resolution will result in a delay in the Final Design of the East 8 Street Bridge.
RECOMMENDATION:
Approval of this Resolution.
PROPOSED MOTION:
This Resolution will be placed on the March 24, 2014 Consent Agenda.

SCOPE OF SERVICES — Final Design
East 8 th Street Over Dry Creek Bridge, City Project No. 11 -017
Task 3.1 Project Management and Meetings
Upon receiving a notice to proceed, Matrix will schedule and organize a project "re-
initiation" meeting with the project team. Additionally, Matrix will conduct project
coordination meetings with City and PPRTA staff on a monthly basis during the final design
phase of the project. The purpose of the meetings will be to discuss project status, design
issues and modifications, and schedule. This task includes two Matrix staff members and
other subconsultants as necessary for attending progress meetings with City representatives
for a duration of six months. Matrix may also need to attend meetings with other
stakeholders and other businesses /individuals as appropriate and three (3) meetings are
included in this task for two staff. Additional coordination hours beyond those described in
this scope will be billed at standard hourly rates. For each meeting, Matrix will prepare
meeting minutes and distribute to attendees. This task will also consist of the ongoing
project management, meetings, and general coordination required to administer the project
from an internal basis.
Task 3.2 Final Roadway Design Plans
Matrix will prepare final design documents for the project alignment. The preliminary
design documents will provide the basis for the final horizontal and vertical roadway design
elements on the project. The preliminary roadway design established the typical and cross
sectional elements, the horizontal and vertical alignment and geometric design elements,
intersection geometrics, sidewalk and pedestrian ramp layouts, preliminary lighting and
preliminary grading design. All of these elements will be designed and prepared to a final
bid set level as part of this task. The final roadway engineering effort will culminate with the
preparation of final design documents plans in accordance with the below table:

The final design documents set will be prepared one time for review at a 90% level.
Comments will be received from the City as well as other stakeholders and then a
construction bid set will be prepared.
Task 3.3 - 4 Final Hydrology & Hydraulics
Tasks to be completed under the Final Hydrology and Hydraulics item include the following:
• Confirm Hydrologic analysis to calculate peak flow rates from on -site areas and off -site
areas that contribute runoff to the project area.
• Evaluation of the capacity of the existing storm sewer outfalls from the project area.
• Final design of on -site drainage collection and conveyance facilities.
• Preparation of Final plans for on -site drainage facilities
• Preparation of a Final Drainage Report.
• Final hydraulic analysis of the portion of the channel that crosses the proposed bridge
replacement on 8th Street.
The Final Drainage Report and Storm Drainage Plans package will be submitted to the City
for review as part of the Final Design Construction Plan package described in Task E.
Task 3.5 Final Bridge Design and Plans
Final design of structures will include the following elements:
• Finalize structure type and layout for the two -lane bridge alignment of 8th Street.
• Prepare Final General Layout for the bridge including a General Plan, Elevation and
Typical Section. The plan will depict principal elements, including affected and
crossing utilities and key features.
• Final foundation plan for the bridge superstructure and substructure.
• Final plans will be distributed to all relevant parties for review and comment.
Task 3.6 Final Landscape Plans
Matrix will contract will provide Final Urban Landscape Design for the 8 Street project..
This task will involve the preparation of final landscape designs and construction plans.
Irrigation plans will be developed as necessary, including construction details and
specifications. The final landscape plans will be consistent with the initial concepts depicted
on the preliminary design plans. The City will review the progress of the urban landscape
design and architecture effort at periodic intervals throughout the final design.
Task 3.7 Surveying /Right - of - Way
Matrix will conduct a research and determine extents of final right -of -way for 8 Street.
Coordination for relinquishment of CDOT Right -of -Way will be carried forth to facilitate a
return of the ownership to the City.

Task 3.8 Final Opinion of Probable Cost /Specifications /Quantities
Final cost opinions will be prepared for the final design documents that represent each of
the construction elements throughout the three project segments. The cost opinions will be
prepared one time at the FOR level for review and one additional time for final review prior
to submitting the final cost opinion with the bid documents.
Specifications. Provide project construction specifications and special provisions in
accordance with City of Pueblo Springs requirements.
DELIVERABLES
The following deliverables will be provided to the City upon the completion of the appropriate tasks.
1) Final Drainage Study
2) Engineer's Opinion of Probable Cost
3) Final Design Roadway and Bridge Drawings (Plans, Profiles, and details in AutoCAD format)
4) Project Construction Specifications and Special Provisions
5) Corp of Engineers 404 Permit
Direct Expenses
A budget has been established for project related expenses (mileage, copying, plotting, deliveries,
mailing, etc.) within the fee schedule below. This budget was based upon an estimate of the direct
expenses that will be incurred for to complete project. Expenses will be billed as a pass through cost.

The attached fee schedule details the professional fees for this project.
