HomeMy WebLinkAbout08704ORDINANCE NO. 8704 AN ORDINANCE APPROVING A TRANSPORTATION ENHANCEMENT CONTRACT, STE-M086-068 (19288) BETWEEN THE COLORADO DEPARTMENT OF TRANSPORTATION AND THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, ESTABLISHING CAPITAL PROJECT NO. PL1402, NORTHERN AVENUE STREETSCAPE AND TRAIL PHASE 2 PROJECT, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $550,000, AUTHORIZING THE TRANSFER OF THE LOCAL MATCH FROM CP1111, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the State of Colorado, Department of Transportation, has offered funds through Contract STE-086-068 (19288) – Northern Avenue Streetscape and Trail Phase 2 Project; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Contract between the City of Pueblo, a Municipal Corporation, and the State of Colorado, for the use and benefit of the State Department of Transportation for Transportation Enhancement Project STE M086-068 (19288) (hereinafter referred to as the “Contract”), a copy of which is attached, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. Subject to encumbrances by the Colorado Department of Transportation, funds from STE M086-068 (19228) in the amount of $350,000 and City local match of $200,000 or total of $550,000, are hereby budgeted and appropriated for the Northern Avenue Streetscape and Trail Phase 2 Project, Project No. PL1402. SECTION 3. The local match funds in the amount of $200,000 shall be transferred from Capital Project CP1111 to Capital Project PL1402. SECTION 4. The President of the City Council is authorized to execute and deliver said Contract in the name of the City and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the attached agreement to effectuate the transactions described therein. SECTION 6. This Ordinance shall become effective immediately upon final passage and approval. RECOMMENDATION Approve the Ordinance. BACKGROUND The City of Pueblo has been awarded a Transportation Enhancement Grant from the Colorado Department of Transportation for the second phase of the Northern Avenue Streetscape and Trail Project. The Project will landscape the right-of-way in the median, replace an asphalt trail with concrete trail, and update crosswalks at roadway crossings. The Project is located on Northern Avenue between Hollywood Drive and Prairie Avenue. Phase 1 was completed in 2010 and was from Vinewood Avenue to Hollywood Drive. The scope of work includes 10 and 8 foot concrete trails, handicap crosswalk ramps, trees, western landscaping, and irrigation in the median. The Planning and Public Works Departments are performing the design and construction management. Design and engineering is anticipated to be completed in 2014 for construction in the Spring of 2015, pending CDOT approvals and clearances. Project Funding Breakdown: Federal Funds (CDOT Enhancement) $350,000 Local Agency Match (1A Funds) $200,000 Total Budget $550,000 FINANCIAL IMPACT Funds in the amount of $550,000 shall be budgeted and appropriated for the Northern Avenue Streetscape and Trail Project Phase 2, PL1402. Funds in the amount of $200,000 required as local match are transferred from CP1111 to PL1402. Design and construction administration will be performed in-house. Additional funds estimated in the amount of $3,000 annually will need to be budgeted for the maintenance of the landscaped median.
