AN ORDINANCE ESTABLISHING THE 2014-2015 PUEBLO
URBAN TRANSPORTATION PLANNING PROJECT AND
BUDGETING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $939,200 FOR SAID PROJECT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 2014 Pueblo Urban Transportation Planning Project is hereby established.
SECTION 2.
Funds in the amount of $939,200 from the FY2014 Pueblo Area Council of
Governments (PACOG) Federal Consolidated Planning Grant (CPG) funds as
authorized in the 2014 City and PACOG Delegation Agreement approved December 23,
2013 are hereby budgeted and appropriated for said Project.
SECTION 3.
The FY2014 PACOG CPG funds include $350,000 of FY 2014 CPG grant funds,
$68,668 of FY 2013 Reconciliation CPG grant funds, and carryover funds from previous
years totaling $520,532.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the policies and
procedures described herein.
SECTION 5.
This Ordinance shall become effective upon final passage and approval.

ISSUE
Should City Council approve the establishment of the 2014-2015 Pueblo Urban
Transportation Planning Project and budget and appropriate funds in amount of
$939,200 from the Pueblo Area Council of Governments (PACOG) Federal
Consolidated Planning Grant (CPG) funds delegated through an agreement between
PACOG and the City for urban transportation planning services?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
The PACOG Board approved a contract with the Colorado Department of
Transportation (CDOT) on November 14, 2013 that provides $939,200 in Federal
Consolidated Planning Grant (CPG) funds to PACOG for urban transportation planning
activities through September 30, 2014. The City and PACOG annually enter into a
Delegation Agreement that authorizes the City to complete the transportation planning
tasks on behalf of PACOG and be reimbursed for eligible expenses to complete the
tasks identified in the FY 2014-15 Unified Planning Work Program (UPWP) adopted by
PACOG Resolution 2013-017 on August 22, 2013. This Ordinance establishes the
2014-2015 Urban Transportation Planning Project and budgets and appropriates funds
in the amount of $939,200 allocated for the City to complete urban transportation
planning services in compliance with the all federal and state requirements for the use
of the CPG grant funds. An Ordinance approving the 2014 City-PACOG Delegation
Agreement for transportation planning services is being requested to be approved
concurrently with this Ordinance.
FINANCIAL IMPACT
Funds in the amount of $939,200 shall be budgeted and appropriated for the Pueblo
Urban Transportation Planning Project which includes $350,000 of FY 2014 CPG grant
funds, $68,668 of FY 2013 Reconciliation CPG grant funds, and remaining federal and
local carryover funds from previous years totaling $520,532. While the Planning staff
costs and operating expenses will be reimbursed through the PACOG grant funds, it is
estimated that approximately two (2%) of the Project cost or approximately $18,784 in
staff time from the Finance and Legal departments will be expended on the project.
