HomeMy WebLinkAbout08680 AS AMENDED: December 23, 2013 ORDINANCE NO. 8680 AN ORDINANCE PROVIDING FOR THE CITY OF PUEBLO DEPARTMENTAL AUTHORIZED PERSONNELPOSITIONS FOR THE FISCAL YEAR 2014 WHEREAS, the City Manager has determined that the following staffing plan for the City Departments best meets the needs of the City; and WHEREAS, the City Financial Plan (Budget) provides for the funding for the positions as included in the staffing plan. BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2014 Budget with respect to the number and allocation of positions within Departments and shall become effective January 1, 2014. INTRODUCED: December 9, 2013 BY: Chris Kaufman PASSED AND APPROVED: December 23, 2013 AS AMENDED: December 23, 2013 BACKGROUND PAPER FOR PROPOSED ORDINANCE DATE: DECEMBER 09, 2013 AGENDA ITEM # DEPARTMENT : CITY MANAGER SAM AZAD HUMAN RESOURCES DIRECTOR - MARISA PACHECO TITLE AN ORDINANCE PROVIDING FOR THE CITY OF PUEBLO DEPARTMENTAL AUTHORIZED PERSONNEL POSITIONS FOR THE FISCAL YEAR 2014 ISSUE Should the City Council adopt the Staffing Ordinance for the fiscal year 2014? RECOMMENDATION The City Manager and the Human Resources Director recommend that this Ordinance be approved. BACKGROUND This Ordinance reflects the authorized departmental staffing for 2014 including the title change of four classifications at the Pueblo Memorial Airport after a reclassification study determined that the Airport Utility Worker(s), Sr. Airport Utility Worker, Airport Maintenance Mechanic and Airport Maintenance Supervisor job descriptions need to reflect the operations and maintenance duties performed by the Airport staff. City Council has directed the City Manager to implement measures to maximize efficiencies to include the operational consolidation of several departments and reassignment of an appointed staff member from a General Fund department to an Enterprise Fund has also been reflected in this Ordinance. Consistent with this directive the following will occur January 1, 2014:  The Director of Planning position shall be vacated through reduction in force for budgetary purposes.  The Director of Parks shall be assigned the duties of and occupy the position of the Director of Planning.  The Assistant City Manager of Development Services classification shall be vacated and the incumbent occupying such position will be reassigned to a newly created classification of “Assistant City Manager of Stormwater.” The position funding and related duties will be Stormwater Utility Enterprise vs. General Fund. FINANCIAL IMPACT The positions authorized in this Ordinance have been funded in the 2014 budget.
