A RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE
DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE
PROGRAM FOR FUNDING FOR THE PUEBLO CITY HALL INTERIOR REHABILITATION
PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
ISSUE
Should City Council approve the submittal of a grant application to the Department of Local
Affairs Energy and Mineral Impact Assistance Program for funding related to the Pueblo City
Hall Interior Rehabilitation Project?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
This Resolution approves the submittal of a grant application in the amount of $600,000 to the
Department of Local Affairs Energy and Mineral Impact Assistance Program to assist in funding
the City Hall Interior Rehabilitation Project. The scope of the Project includes the rehabilitation
and remodel of the second, first, and basement levels of City Hall which will relocate the offices
of the City Manager, Finance Department, and City Clerk back into the building. It will also
complete the remodel of the old City Clerk’s office into the pre-function and community room.
The Final Phase rehabilitation and remodel funding source in the amount of $1.2 million is as
follows:

FINANCIAL IMPACT
The total Project cost is $1.2 million including the $600,000 grant request from the Department
of Local Affairs Energy and Mineral Impact Assistance Program. The City’s local match of
$600,000 will be provided from remaining funds in the City Hall Remodel Phase 1 Project and
other awarded grants to be budgeted in Capital Project PL1306.

A RESOLUTION AUTHORIZING THE SUBMITTAL OF A
GRANT APPLICATION TO THE DEPARTMENT OF LOCAL
AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE
PROGRAM FOR FUNDING FOR THE PUEBLO CITY HALL
INTERIOR REHABILITATION PROJECT AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to
preserve the archaeological, architectural, historical, and natural resources which
contribute to the character, individuality, and cultural heritage of Pueblo; and
WHEREAS, it is the goal of the 2001 City Hall and Memorial Hall Historic
Structural Assessment and Master Plan to preserve and restore City Hall and Memorial
Hall as important historic civic buildings for the City of Pueblo and State of Colorado; and
WHEREAS, the City Hall and Memorial Hall Restoration, Phase 1 Project that
covered the repairs to the roof and gutters on both buildings was completed in 2011; and
WHEREAS, the of City Hall Phase 1 Remodel and Memorial Hall Renovation were
completed in 2013; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $600,000 from the Department of Local Affairs
Energy and Mineral Impact Assistance Program to assist in the remodel of office and
public lobby spaces serving both City Hall and Memorial Hall, a copy of which is
attached hereto, is hereby approved and strongly supported.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the
grant application in the name of and on behalf of the City of Pueblo, a Municipal
Corporation.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Resolution to effectuate the policies and procedures
described herein.
SECTION 4.
This Resolution shall become effective immediately upon final passage.
