TITLE
AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE
PUEBLO MUNICIPAL CODE RELATING TO THE CLASSIFICATION AND PAY PLAN FOR
FISCAL YEAR 2013 BY ADDING THE POSITION OF CODE ENFORCEMENT MANAGER
AND ELIMINATING THE POSITIONS OF POLICE SUPPORT TECHNICIAN SUPERVISOR
AND ZONING ENFORCEMENT SUPERVISOR
ISSUE
Should the Classification and Pay Plan Ordinance for 2013 be amended by adding the position
of Code Enforcement Manager and eliminating the positions of Police Support Technician
Supervisor and Zoning Enforcement Supervisor?
RECOMMENDATION
The Human Resources Director, the Police Chief, and the Planning and Community
Development Director recommend that this Ordinance be approved.
BACKGROUND
In an effort to create a new Code Compliance Unit, the employees working in the Code
Enforcement and Zoning Enforcement divisions from the Police Department and the Planning
and Community Development departments will be combined effective January 2014, and will
work within the Pueblo Police Department.
A new supervisory position, Code Enforcement Manager, will be established. The new Code
Enforcement Manager will supervise both the Code Enforcement and Zoning Enforcement
employees, which will lead to a more efficient code/zoning enforcement operation,
communication, planning and supervision of the International Property Maintenance Code.
Upon appointment of the Code Enforcement Manager, the positions of Police Support
Technician Supervisor and Zoning Enforcement Supervisor will be abolished.
FINANCIAL IMPACT
Funding for the new Code Enforcement Manager position has been budgeted for and will be
appropriated in the 2014 Police Department budget.
