HomeMy WebLinkAbout08651 BACKGROUND PAPER FOR PROPOSED ORDINANCE DATE: OCTOBER 15, 2013 AGENDA ITEM # R-9 DEPARTMENTS : HUMAN RESOURCES DIRECTOR – MARISA PACHECO POLICE DEPARTMENT CHIEF LUIS VELEZ PLANNING AND COMMUNITY DEVELOPMENT DIRECTOR - JULIE ANN WOODS, AICP/ASLA TITLE AN ORDINANCE RELATING TO THE FISCAL YEAR 2013 STAFFING ORDINANCE AND AMENDING SAME BY CREATING A CODE ENFORCEMENT MANAGER POSITION AND ABOLISHING THE POLICE SUPPORT TECHNICIAN SUPERVISOR AND THE ZONING ENFORCEMENT SUPERVISOR POSITIONS ISSUE Should City Council amend the 2013 Staffing Ordinance by establishing the new position of Code Enforcement Manager and eliminating the positions of Police Support Technician Supervisor and Zoning Enforcement Supervisor? RECOMMENDATION Approval of the Ordinance. BACKGROUND In an effort to consolidate code enforcement responsibilities, the City is creating a new Code Compliance Unit, under the direction of the Police Department. The intent is to combine the employees working in the Zoning Enforcement division of the Planning and Community Development Department and the employees working in the Support Services division of the Police Department effective January 1, 2014. A new supervisory position titled Code Enforcement Manager will be established to lead this new unit. The Code Enforcement Manager will supervise both the Code Enforcement and Zoning Enforcement employees, which will lead to a more efficient code/zoning enforcement operation, by streamlining communication, planning, and supervision of the International Property Maintenance Code. Once the Code Enforcement Manager position is filled, the Police Support Technician Supervisor and the Zoning Enforcement Supervisor positions will be abolished. Upon abolishing those two positions, the net result will be a decrease of one (1) full- time employee. FINANCIAL IMPACT Funding for the new Code Enforcement Manager position has been budgeted for and will be appropriated in the 2014 Police Department budget. ORDINANCE NO. 8651 AN ORDINANCE RELATING TO THE FISCAL YEAR 2013 STAFFING ORDINANCE AND AMENDING SAME BY CREATING A CODE ENFORCEMENT MANAGER POSITION AND ABOLISHING THE POLICE SUPPORT TECHNICIAN SUPERVISOR AND THE ZONING ENFORCEMENT SUPERVISOR POSITIONS WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Police Department and Planning and Community Development Department; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The officers and staff of the City are directed and authorized to perform any and all acts . consistent with the intent of this Ordinance to effectuate the transactions described therein SECTION 3. The position of Code Enforcement Manager shall be created upon passage and approval of this Ordinance. The positions of Police Support Technician Supervisor and Zoning Enforcement Supervisor will be abolished upon the effective date of the appointment of the Code Enforcement Manager. SECTION 4.
