TITLE
AN ORDINANCE BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF
$225,000 FROM THE RESERVES OF THE PARKING FACILITES ENTERPRISE FOR
STRUCTURAL REPAIRS TO THE FRED E. WEISBROD PARKING GARAGE AND
LIGHTING UPGRADES TO THE MAIN STREET GARAGE
ISSUE
Should City Council transfer funds from the Parking Facilities Enterprise Reserves for
structural repairs to the Fred E. Weisbrod parking facility and to make lighting upgrades
to the Main Street Garage and to budget and appropriate funds therefor?
RECOMMENDATION
Approve the Ordinance.
BACKGROUND
A portion of the these funds, $180,000, will pay for the structural repairs to the Fred E.
Weisbrod parking garage located at 210 N. Grand Avenue. Repairs include the
structural connections between precast concrete panels and associated concrete
repairs, sealing the joints adjacent to the precast shear walls, spandrels and flange
joints, repairing concrete cracks in deck surface, repairing concrete work on three
staircases, and sealing the concrete surface.
The remaining $45,000 will be used to replace existing lighting with LED lighting at the
Main Street Garage located at 110 S. Main Street. This total project cost is
approximately $91,000 and the City has qualified for a 50% rebate from Black Hills
Energy to account for the remaining half of the total project costs. The estimated saving
from this project is approximately $18,000 a year in electricity costs. In addition, the
project costs are split between Pueblo Urban Renewal Authority (60%) and the City
(40%); total expenditure from the City is approximately $18,000.
FINANCIAL IMPACT
Funds in the amount of $225,000 shall be budgeted and appropriated from the reserves
of the Parking Facilities Enterprise to the Repairs and Maintenance account of the
Parking Enterprise 2013 budget. Funds in the amount of $180,000 shall be budgeted
and appropriated to the Parking Enterprise Division and $45,000 shall be budgeted and
appropriated to the Main Street Garage Division from the reserves of the Parking
Facilities Enterprise Fund.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds from Parking Facilities Enterprise Reserves, in the amount of $180,000,
are hereby budgeted and appropriated to repairs and maintenance of the Parking
Enterprise Division for structural repairs to the Fred E. Weisbrod Parking Garage.
SECTION 2.
Funds from Parking Facilities Enterprise Reserves, in the amount of $45,000, are
hereby budgeted and appropriated to repairs and maintenance of the Main Street
Parking Garage Division for lighting upgrades to the Main Street Garage.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the transactions
described therein.
SECTION 4.
This Ordinance shall become effective immediately upon passage and approval.
