AN ORDINANCE APPROVING AND ACCEPTING A FEMA
ASSISTANCE TO FIREFIGHTERS FIRE PREVENTION AND
SAFETY GRANT, AND APPLICABLE CONDITIONS
PERTAINING THERETO, ESTABLISHING PROJECT NO.
PD1313 SMOKE ALARM GRANT, BUDGETING AND
APPROPRIATING GRANT FUNDS IN THE AMOUNT OF $26,007
FOR THE PURPOSES AUTHORIZED BY THE GRANT
AGREEMENT, AND TRANSFERRING MATCHING FUNDS IN
THE AMOUNT OF $6,501 FROM THE COUNCIL
CONTINGENCIES ACCOUNT IN THE 2013 GENERAL FUND
BUDGET TO PROJECT NO. PD1313
WHEREAS, the Federal Emergency Management Agency (FEMA) has tendered a grant
award to the City of Pueblo in the amount of $26,007, and
WHEREAS, acceptance of the award is in the best interest of the City; NOW,
THEREFORE,
BE IT ORDAINED THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Agreement, a true copy of which is attached hereto, having been approved as
to form by the City Attorney, is hereby approved.
SECTION 2.
Project No. PD1313 Smoke Alarm Grant is hereby established. The grant amount of
$26,007 is hereby budgeted and appropriated to Project No. 1313 for expenditure for the
purposes authorized by the grant agreement.
SECTION 3.
Matching funds of the City, in the amount of $6,501, are hereby transferred from the
City Council contingency account in the 2013 General Fund Budget.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached contract to effectuate the
transactions described therein.
SECTION 5.
This Ordinance shall become effective immediately upon final passage and approval.

ISSUE
Should the City of Pueblo accept an Assistance to Firefighters Fire Prevention and Safety grant
award from the Federal Emergency Management Agency (FEMA) in the amount of $26,007,
establish a project account, appropriate and transfer $6,501 in matching funds from the City
Council Contingency account in the 2013 general fund budget to the project account, and
budget and appropriate the amount of $32,508 for the grant purposes?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
The Fire Department applied for and was awarded a Federal grant to install smoke and carbon
monoxide detectors and conduct a home safety survey in qualifying low-income households.
Given the circumstances with the recent loss of local lives and property due to fire, this program
is not only needed, but also proves to be timely as well. The grant would improve the safety of
approximately 450 of our city’s low-income households and would help fulfill one of the
requirements in the CFAI Accreditation guidelines.
FINANCIAL IMPACT
The City is required to contribute to the final costs of the program in the amount of $6,501. The
matching funds will be paid from the City Council contingency account in the 2013 general fund
budget.
