A RESOLUTION ESTABLISHING FEES TO BE PAID FOR
USE OF THE PUEBLO ICE ARENA AND RESCINDING
ALL OTHER RESOLUTIONS RELATING TO SUCH FEES
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1. PUBLIC SESSION ADMISSION
The sum of money required to be paid in order for admission to skate during
scheduled public recreational skating sessions from January 1 to December 31 of each
year shall be as follows:
A. Student with I.D.
January 1, 2014 to December 31, 2014 $3.00
January 1, 2015 to December 31, 2015 $3.00
B. Non-Student
January 1, 2014 to December 31, 2014 $4.00
January 1, 2015 to December 31, 2015 $4.00
C. All Age 10-Admission Pass – Skate Rental included
January 1, 2014 to December 31, 2014 $30.00
January 1, 2015 to December 31, 2015 $35.00
SECTION 2. LAZER LIGHT SKATE SESSION ADMISSION
The sum of money required to be paid in order for admission to the Friday and
Saturday night Lazer Light Skate sessions from January 1 to December 31 of each year
shall be as follows:
A. All Ages – Skate Rental included
January 1, 2014 to December 31, 2014 $5.00
January 1, 2015 to December 31, 2015 $6.00
SECTION 3. SKATE RENTAL
The sum of money required to be paid in order for individuals requiring skate
rental from January 1 to December 31 of each year shall be as follows:
A. All Ages
January 1, 2014 to December 31, 2014 $3.00
January 1, 2015 to December 31, 2015 $4.00
SECTION 4. SKATE SHARPENING
The sum of money required to be paid for skate sharpening beginning January 1,
2014 shall be as follows:
A. All Ages
January 1, 2014 to December 31, 2014 $8.00
January 1, 2015 to December 31, 2015 $9.00
SECTION 5. PUEBLO SKATING ACADEMY LEARN-TO-SKATE LESSONS
The sum of money required to be paid for the Pueblo Skating Academy Learn-to-
Skate lessons from January 1 to December 31 of each year shall be as follows:
A. Ages 4 to Adult Basic Skills – First Registration
January 1, 2014 to December 31, 2014 $70.00
January 1, 2015 to December 31, 2015 $75.00
B. Ages 4 to Adult Basic Skills – Returning student
January 1, 2014 to December 31, 2014 $60.00
January 1, 2015 to December 31, 2015 $65.00
SECTION 6. ICE RENTAL - RESIDENT
The sum of money required to be paid in order for individuals or organizations
within the City/County of Pueblo requesting use of ice time per hour shall be as follows:
January 1, 2014 to December 31, 2014 $160.00 per hr
January 1, 2015 to December 31, 2015 $170.00 per hr
SECTION 7. ICE RENTAL – NON RESIDENT
The sum of money required to be paid in order for individuals or organizations
outside the City/County of Pueblo requesting use of ice time per hour shall be as
follows:
January 1, 2014 to December 31, 2014 $250.00 per hr
January 1, 2015 to December 31, 2015 $265.00 per hr
SECTION 8. BIRTHDAY PARTY RENTALS
The sum of money required to be paid in order for individuals or organizations
within the City/County of Pueblo requesting use of the designated birthday party areas
for rental time per hour from January 1 to December 31 of each year shall be as follows:
A. Package #1: Two-hour session for fifteen (15) people which includes
decorations and place settings
January 1, 2014 to December 31, 2014 $160.00
January 1, 2015 to December 31, 2015 $170.00
B. Package 2: Two-hour session for fifteen (15) people with no decoration or
place settings
January 1, 2014 to December 31, 2014 $120.00
January 1, 2015 to December 31, 2015 $130.00
SECTION 9. ADULT DROP-IN HOCKEY
The sum of money required to be paid in order for admission to Adult Drop-In
Hockey for ages 19 years and older per 90 minute session from January 1 to December
31 of each year shall be as follows:
January 1, 2014 to December 31, 2014 $8.00
January 1, 2015 to December 31, 2015 $10.00
SECTION 10. ALL AGE DROP-IN HOCKEY/FREE STYLE SKATE PASS
The sum of money required to be paid in order for 10-admission pass for Adult
Drop-In Hockey, Adult Stick and Puck, Youth Stick and Puck, and all Drop-In Free Style
Skate sessions from January 1 to December 31 of each year shall be as follows:
January 1, 2014 to December 31, 2014 $60.00
January 1, 2015 to December 31, 2015 $80.00
SECTION 11. STICK AND PUCK
A. The sum of money required to be paid in order for admission to Adult Stick
and Puck hockey practice per 60 minute session from January 1 to December 31
of each year shall be as follows:
January 1, 2014 to December 31, 2014 $8.00
January 1, 2015 to December 31, 2015 $10.00
B. The sum of money required to be paid in order for admission to Youth
Stick and Puck hockey practice per 60 minute session from January 1 to
December 31 of each year shall be as follows:
January 1, 2014 to December 31, 2014 $7.00
January 1, 2015 to December 31, 2015 $8.00
SECTION 12. STORAGE AREA RENTAL
The annual sum of money required to be paid for the 10’ x 15’ storage area by
the Pueblo Youth Hockey Association from January 1 to December 31 of each year
shall be as follows:
January 1, 2014 through December 31, 2014 $75 per month/$900.00 per yr
January 1, 2015 through December 31, 2015 $85 per month/$1,020.00 per yr
SECTION 13. SCHOOL TEAMS
Pueblo City Schools and Pueblo County School District Number 70 high schools
interscholastic hockey team may use the Pueblo Ice Arena under the direct supervision
of the team coach subject to the rules, fees, and managerial policy adopted by the
Department of Parks and Recreation with the approval of the City Manager provided
such use does not interfere with the use of the facilities by the general public.
SECTION 14. RESCISSION OF PREVIOUS RESOLUTIONS
All other Resolutions or parts of Resolutions in conflict herewith are hereby
rescinded.
SECTION 15.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 16.
This Resolution shall become effective immediately upon passage and approval
but the fees and charges set forth herein shall become effective January 1, 2014.

Should the City Council approve a Resolution establishing ice arena user fees?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
In 2009, the Parks and Recreation Department created the Pueblo Ice Arena Business Plan to
be used as a tool that would allow City Officials and staff guidelines to prepare financial analysis
of the municipally owned and operated arena. The Business Plan provided conservative
projections for operating cash flow estimates. The intent of the Business Plan was to be an
evolving document that would be updated periodically to assist with maintaining and achieving
the Cost-Recovery goals of the department and the City. Current Cost-Recovery is 36%. The
proposed fee structure (Table B.) is part of the process by staff of currently updating the Ice
Arena Business Plan. The General Fund has always subsidized a portion of the expenses
associated with the operation of the Pueblo Ice Arena. The Pueblo Ice Arena fees have not
been adjusted since 2007 and are among the lowest in the state when compared to other
municipal rinks (see Front Range Fee Survey - Table A.).
In addition to the proposed Ice Arena program fee adjustments, the sale of Ice Arena
sponsorships and advertising on the Pueblo Ice Arena dasher boards, Ice Hall walls, or other
facility rooms will be a priority this upcoming season and will be subject to the rules, fees, and
sponsorship policy adopted by the Department of Parks and Recreation and City Manager in
December 2012.

FINANCIAL IMPACT
A review of the current fee structure was conducted by staff in order to propose adjusted fees to
reduce the City’s subsidy. The following four-year fee adjustment plan is being recommended to
the current fee structure in order to achieve a greater cost recovery goal of 50% or better.
