A RESOLUTION ESTABLISHING A MUNICIPAL GOLF
COURSE ENTERPRISE ADVISORY COMMITTEE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
There is hereby reestablished and created the Municipal Golf Course Enterprise
Advisory Committee (the “Committee”) as an advisory committee to the City of Pueblo
Parks and Recreation Department. The Committee shall consist of five (5) members to
serve without compensation. The City Council shall appoint the members of the
Committee. Members shall be appointed for terms of three (3) years provided that
members initially will be appointed for staggered terms. All members appointed to the
Committee shall be allowed only one (1) reappointment or two (2) full terms, whichever is
longer. The Committee shall select its own officers and may adopt bylaws not inconsistent
with this Resolution.
SECTION 2.
Committee membership shall consist of the following:
a) One (1) Elmwood Golf Course Annual Pass holder, and
b) One (1) Elmwood Golf Course Daily Green Fee representative, and
c) One (1) Walking Stick Golf Course Annual Pass holder, and
d) One (1) Walking Stick Golf Course Daily Green Fee representative, and
e) One (1) resident of the City of Pueblo who resides within city limits.
SECTION 3.
Functions of the Municipal Golf Course Enterprise Advisory Committee shall be as
follows:
a) To work in cooperation with the Golf Course Managers and other golf-related
organizations in order to make recommendations for the planning and
implementation of programs and facilities for City and County residents; and
b) To study, investigate, and advise the Parks and Recreation Department in matters of
long-range planning for the development, improvement, and maintenance of golf
facilities and services; and
c) To obtain input from the community and make recommendations to Staff; and
d) To study, investigate, and advise the Parks and Recreation Department in matters
regarding rules, regulations, and policies as the Committee believes are necessary
and proper for the management and use of the public golf facilities; and
e) To study, investigate, and advise the Parks and Recreation Department in matters
regarding tournaments and sponsorships; and
f) To study, investigate, and advise the Parks and Recreation Department on matters
regarding the operating budgets, fees and charges of the Municipal Golf Course
Enterprise; and
g) To assist the Golf Course Managers with the development of marketing and
promotion strategies; and
h) To be an advocate for the Municipal Golf Course Enterprise to the community; and
i) To make periodic reports with respect to the Municipal Golf Course Enterprise to the
City Council.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Resolution to effectuate the policies and procedures
described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

ISSUE
Should the City Council establish a Municipal Golf Course Enterprise Advisory Committee
to provide recommendations to Parks and Recreation regarding planning, operation and
development of the Golf Course Enterprise and its programs, services and facilities?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
In 2006, Resolution No. 10853 was approved by City Council establishing a Municipal Golf
Courses Advisory Planning Committee for the purpose of establishing a 5-year plan for the
two Pueblo Municipal Golf Courses that was to prioritize needs for course maintenance,
equipment, and improvements and identify related recommended funding sources. The
term of this Advisory Committee was for one year from November 1, 2006 and ending
October 31, 2007.
After the terms expired in 2007, the Golf Courses Advisory Planning Committee continued
to meet on a monthly basis alternating between Elmwood and Walking Stick to conduct
overviews of the two municipal golf courses.
It is the desire of the Parks and Recreation Department to officially establish a Municipal
Golf Course Enterprise Advisory Committee to serve in an advisory role by providing
recommendations to the Parks and Recreation Department on issues related to planning,
operation, and development of the Municipal Golf Course Enterprise (Elmwood and Walking
Stick Golf Courses) including its programs, services, and facilities.
All members of the Committee will be appointed and be subject to removal by the City
Council. The Committee will have authority to elect its own officers and adopt its own
bylaws. Meetings of the Municipal Golf Course Enterprise Advisory Committee will be open
to the public, and adequate notice thereof will be given to its members. The Committee will
be composed of five members and will serve staggered three-year terms. Two (2) members
will represent Elmwood Golf Course, one (1) of which shall be an annual pass holder and
one (1) shall represent the daily green fee golfer (both must reside within City limits); and
two (2) members will represent Walking Stick Golf Course, one (1) of which shall be an
annual pass holder and one (1) shall be representative of the daily green fee golfers (both
must reside within City limits); and one (1) member shall reside within City limits. During
th
October 7 Work Session, City Council recommended that having a committee member
with a marketing background would be beneficial to the Golf Course Enterprise.
FINANCIAL IMPACT
The members appointed to the Municipal Golf Course Enterprise Advisory Committee will
serve without compensation.
