AN ORDINANCE AMENDING SECTION 6-5-16 OF
CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL
CODE RELATING TO THE CLASSIFICATION AND PAY
PLAN FOR FISCAL YEAR 2013 BY ADJUSTING THE PAY
SCALE FOR ASSISTANT CITY ATTORNEY
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted, underscoring indicates new matter being added)
SECTION 1.
Section 6-5-16 of Chapter 5, of Title VI, of the Pueblo Municipal Code is hereby
amended, in pertinent part, as follows:

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the transactions
described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and
approval.

ISSUE
Should the Classification and Pay Plan Ordinance for 2013 be amended by reducing the
entry level salary range for Assistant City Attorney?
RECOMMENDATION
The City Manager, the Human Resources Director, and the City Attorney recommend
that this Ordinance be approved.
BACKGROUND
In an effort to broaden the pool of candidates for this position, the minimum
qualifications for the Assistant City Attorney position have been amended reflecting a
reduction in the amount of experience required. This will provide an opportunity for
those attorneys that are up and coming to be eligible to apply along with other seasoned
candidates. However, because the minimum qualifications have been reduced, it is
only appropriate that the entry level salary be reduced in parallel. Therefore, the entry
level salary will be reduced from $75,000 per year to $48,000 per year.
FINANCIAL IMPACT
Although the starting salary for any appointed position is negotiated with the successful
candidate upon hire, there is a potential for the City Attorney’s Office to save up to
$27,000 if hired at entry level.
