AN ORDINANCE ACCEPTING AN INCREASE IN GRANT
FUNDS FROM THE FEDERAL AVIATION
ADMINISTRATION, BUDGETING AND APPROPRIATING
MATCHING FUNDS IN THE AMOUNT OF $14,549, AND
INCREASING THE TOTAL AMOUNT IN CAPITAL PROJECT
NO. AP1202-TRAINING RUNWAY PHASE II TO $8,252,182
WHEREAS, the City of Pueblo has received additional Federal Grant funds in the
amount of $552,843 for the completion of the new training runway and associated taxiways at
Pueblo Memorial Airport; and
WHEREAS, the City is required to match the increased grant funds by contributing an
additional $14,549 to the project; and
WHEREAS, funds need to be budgeted and appropriated; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funding for Capital Project No. 1202-Training Runway Phase II is hereby increased to
$8,252,182 including additional City matching funds of $14,549, which are hereby transferred
from the Customer Deposits Fund to Capital Project No. AP1202.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

ISSUE
Should City Council approve an ordinance increasing the funding amount in Capital Project No.
AP1202 due to increased grant funds?
RECOMMENDATION
Approval of this Ordinance.
BACKGROUND
The City has accepted an FAA grant to fund 95% of the project costs for the paving and lighting
of a new training runway and associated taxiways. The City has accepted a State grant to pay
for 2.5% of the project. The City is responsible for the remaining 2.5% of project costs. On July
8, 2013, the City requested an increase in grant funds from the FAA to cover eligible and
allowable project costs needed to complete the project. The FAA issued Letter Amendment No.
One granting the City’s request and increased the funding amount of the grant by $552,843. The
increase in funds by the FAA increases the City’s required match by $14,549. The State has
indicated that it will be issuing an amendment to its grant in the near future to reflect the increase
in its 2.5% contribution. Once the State’s amendment is received it will be brought before City
Council.
FINANCIAL IMPACT
The FAA will contribute an additional $552,843 to the project. The City’s matching funds in the
amount of $14,549 will be transferred from the 715 Fund-Customer Deposits to Capital Project
No. AP1202-Training Runway Phase II.

Letter Amendment No. One
This is in response to your letter dated July 8, 2013 requesting an amendment to the subject
AIP Project to increase the maximum obligation of the United States, as set forth in the
Grant Agreement accepted by the Sponsor on June 25, 2012.
This letter, together with your letter, effects the amendment, as requested, and commits the
Federal Aviation Administration, acting for and on behalf of the United States of America,
to increase the maximum obligation of the United States by $552,843 (from $7,300,000 to
$7,852,843) to cover the Federal share of the total actual eligible and allowable project costs
of the above referenced Grant Agreement.
Under the terms of the Grant Agreement, this document is incorporated into and constitutes
Amendment No. One to the above referenced Grant Agreement. All other terms and
conditions of the Grant Agreement remain in full force and effect.
