HomeMy WebLinkAbout12782RESOLUTION NO. 12782 A RESOLUTION ACCEPTING AND APPROVING A FEDERAL AVIATION ADMINISTRATION (FAA) GRANT AGREEMENT PROJECT NO. 3-08-0046-32 FOR $657,000 FOR THE ACQUISITION OF AN AIRCRAFT RESCUE AND FIRE FIGHTING (ARFF) VEHICLE AND AUXILIARY EQUIPMENT AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo has received a Grant Agreement from the United States of America Federal Aviation Administration to fund the acquisition of an Aircraft Rescue and Fire Fighting (ARFF) vehicle and auxiliary equipment at Pueblo Memorial Airport subject to the execution of the Grant Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement between the City of Pueblo, a Municipal Corporation, and the United States of America Federal Aviation Administration making available $657,000 in federal funds for the acquisition of an Aircraft Rescue and Fire Fighting (ARFF) vehicle and auxiliary equipment at Pueblo Memorial Airport, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby accepted and approved. SECTION 2. The President of City Council is hereby authorized to execute said Grant Agreement on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City to the Grant Agreement and attest the same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached Grant Agreement to effectuate the transactions described therein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. RECOMMENDATION Approval of this Resolution. BACKGROUND This grant is for the acquisition of an Aircraft Rescue and Fire Fighting (ARFF) vehicle and auxiliary equipment for the Pueblo Memorial Airport. The current ARFF vehicle was purchased in 1992 and recently has had some mechanical issues that have compromised the reliability of the vehicle. This grant will fund 95% of the purchase of a new vehicle. The City accepted a State grant on March 25, 2013 under Resolution No. 12624 that will fund 2.5% of the purchase and the City’s obligation will be 2.5%. FINANCIAL IMPACT The FAA has requested that the grant be signed and returned to them by September 13, 2013. A separate Ordinance is going before Council to budget the funds into Capital Project AP1303- ARFF Truck. The total purchase price is estimated at $691,578. The FAA grant is for $657,000. The State grant was for $26,316; however, since the federal grant came in lower than expected, the State's 2.5% is now $17,289. The City’s obligation will be $17,289 which will come from the 714 Fund-Customer Deposits. The Sponsor's acceptance of this Offer and ratification and adoption of the Project Application incorporated herein shall be evidenced by execution of this instrument by the Sponsor, as hereinafter provided, and this Offer and Acceptance shall comprise a Grant Agreement, as provided by the Act, constituting the contractual obligations and rights of the United States and the Sponsor with respect to the accomplishment of the Project and compliance with the assurances and conditions as provided herein. Such Grant Agreement shall become effective upon the Sponsor's acceptance of this Offer.
