A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $128,200 AND SETTING
FORTH $12,820 FOR CONTINGENCIES TO BASSETT
CONSTRUCTION COMPANY FOR THE FUEL FARM
SECONDARY CONTAINMENT PROJECT (CITY PROJECT
NO. 13-074) AT THE PUEBLO MEMORIAL AIRPORT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, proposals for the Fuel Farm Secondary Containment Project (City Project
No. 13-074) at the Pueblo Memorial Airport have been received and examined; and
WHEREAS, the proposal of Bassett Construction Company was the lowest and best of
those bids determined to be responsible; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A contract for the Fuel Farm Secondary Containment Project (City Project No. 13-074) is
hereby awarded to said bidder in the amount of $128,200.
SECTION 2.
In addition to the amount of the bid, an additional amount as stipulated in this section is
hereby established for contingencies and additional work.
Contingencies and Additional Work: $12,820
SECTION 3.
Funds for the Fuel Pad Ramp Rehabilitation Project in the amount of $128,200 plus
$12,820 in contingencies shall be expended from Capital Project No. AP1301-Fuel Farm
Containment.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

ISSUE
Should City Council approve an award of a construction contract for the Fuel Farm Secondary
Containment Project (City Project No. 13-074) at Pueblo Memorial Airport to Bassett
Construction Company?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The work to be performed under this contract consists of Bid Alternate #1, replacing the fuel
loading/offloading area, and Bid Alternate #2, construction of the fuel containment area 2. In
2014, a State grant will be requested to do Bid Alternate #3, construction of fuel containment
area 1. The State has mandated a secondary containment be constructed at all airport fuel farms.
Bassett Construction Company was determined to have submitted the lowest and best responsive
bid.
FINANCIAL IMPACT
Funds for the project in the amount of $128,200 plus $12,820 in contingencies shall be expended
from Capital Project No. AP1301-Fuel Farm Containment. A CDOT-Div. of Aeronautics grant
will pay $126,918 (90%) and the City’s matching funds will be $14,102 (10%).
