HomeMy WebLinkAbout04536 ORDINANCE NO. 4536 AN ORDINANCE AMENDING TITLE VI, CHAPTERS 5 (COMPENSATION; PAY SCHEDULE; LONGEVITY), 6 (LEAVES); AND 7 (ADDITIONAL BENEFITS) OF THE 1971 CODE OF ORDINANCES OF PUEBLO, COLORADO (1979) BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: (Underscoring indicates material to be added; brackets indicate material to be deleted.) SECTION 1. "6 -5 -7: COMPUTATION OF SALARIES * * * * * * * * (d) Rate of Pay for Working in Higher Class. In any case when an employee is qualified for and required to serve in and accept responsibility for work in a position in a higher class as determined by the supervisor, such employee, while so assigned shall receive as salary rate two (2) class grades higher than his or her class grade as established by the class grades salary schedule in Section 6 -5 -17, or two(2) class grades higher than any employee supervised by him. When Group B employees are assigned to and working in a higher classification, they shall be paid the following [percentage differences between lower classification salary and higher classification salary]. grade increases.. .whenassigned as: Corpsman, Engineer, Inspector - [5% ] 2 grades Captain - [7 -1 /2% ] 4 grades Asst. Chief - [10% ] 4 grades Chief -[10% ] 4 grades Police: When Police Personnel are assigned to working in a higher classification, they shall be paid 25% of the difference between wages. Definition: For the purpose of this provision, seniority shall mean the total continuous length of time in which an employee , has been employed by the Pueblo Police Department as a commis- sioned officer. Determination: For the purpose of this provision, it will be understood that Corporal is a pay grade and not a rank. Patrol Officers (Patrolmen) and Corporals shall have their seniority determined on the basis of the total time of continu- ous employment by the Pueblo Police Department as a commissioned officer. Sergeants shall have their seniority determined on the basis of the total time of continuous employment by the Pueblo Police Department as a commissioned officer. Use: * A. Working in a Higher Classification - I. Acting Sergeant: Patrol Officers and Corporals shall be selected to fill the position of Acting Sergeant on a seniority basis from among the other Patrol Officers and Corporals on the same shift on which the vacancy occurs. II. Acting Captain: Acting Captains shall be selected from the rank of Sergeant working on the same shift on which the vacancy occurs, on the basis of seniority. In the event there are no Sergeants working on the shift, the Acting Captain will be selected from Patrol Officers and Corporals on the same shift on a seniority basis. B. Vacations - Patrol Officers and Corporals will be listed on the same list, by watch. They will select their vacation times on the basis of seniority. They will not be listed on the same list as any Sergeant or Civilian employee of the Police Department. Sergeants will be listed on a list separate from all Patrol Officers and Corporals as well as all civilian employees. They will select their vacation times on a seniority basis. * If a Patrol Officer. Corporal or Sergeant is to be designated to work in a higher classifi- cation, those selected are to be in accordance with the above procedures. * * * * * * * * * * SECTION 2. "6 -5 -21: LONGEVITY COMPENSATION * * * * * * * * * (a) Commencing with the month following completion of five years of actual continuous service as a full -time employee of the City, each such employee (excluding police personnel and fire fighting personnel) shall receive, in addition to all other compensation for full -time services, the amount of [Twenty -Five Dollars ($25.00)] Thirty -Two Dollars and Fifty Cents ($32.50) per month; following ten years of such service, [Thirty Dollars ($30.00)] Thirty -Seven Dollars and Fifty Cents ($37.50) per month; following fifteen years of such service [Thirty -Five Dollars ($35.00)] Forty -Two Dollars and Fifty Cents ($42.50) per month; following twenty years of such service, [Forty Dollars ($40.00)] Forty -Seven Dollars and Fifty Cents ($47.50) per month. In no event shall longevity compensation exceed [Forty Dollars ($40.00)] Forty- Seven Dollars and Fifty Cents per month. * * * * * * * * * SECTION 3. "6 -6 -1: HOLIDAYS * * * * * * * * * (b) Overtime work. No permanent employee shall lose pay as a result of authorized absence on a holiday. A permanent employee in any position under that of assistant fire chief shall be compensated for time worked on above holidays at the rate of time and one - half in cash or time and one -half off as agreed upon by the em- ployee and department head concerned. Employees in positions equivalent to or above that of assistant fire chief may be grant- ed compensatory time off for required work on a holiday at the discretion of the City Manager. Police and firefighting personnel shall be granted extra vaca- tion allowance in lieu of holidays worked as provided in sub- section (f) of Section 6 -6 -2 of this Chapter. In addition, [one personal day] two personal days per year shall be granted to police personnel (to be used anytime, with departmental approval). * * * * * * * * * - 2 - SECTION 4. "6 -6 -2: VACATION LEAVE * * * * * * * * (f) Police and firefighting personnel. In lieu of holidays worked, firefighting personnel shall be credited with [five] six 24 -hour working shifts[(120 hours)] (144 hours) addi- tional vacation allowance at the end of each completed year of service. How Picked: The employee with the longest con- secutive length of service in the Fire Dept. shall be given first choice; the next senior employee in the Fire Dept., the second choice; and the like for succeeding conflicts, if any. In lieu of holidays worked, fire alarm operators and police personnel shall be credited with one additional working shift, 8 hours, for each holiday set forth in Section 6- 6 -1(a) above at the end of each completed year of service. Police personnel shall not receive an addi- tional day for personal holidays. * * * * * * * * SECTION 5. "6 -7 -1: HEALTH, ACCIDENT, HOSPITALIZATION AND MAJOR MEDICAL INSURANCE The City shall obtain and pay for health, accident, hospitalization and major medical insurance or benefits for all permanent, full -time em- ployees. The obtaining of such insurance or benefits is hereby expressly excepted from the competitive bidding requirements of the Charter of Pueblo. Such insurance or benefits may be in one or more individual or group policies. The City shall pay the cost of an individual employee policy, plus [Fifty Dollars ($50.00)] Fifty -Six Dollars and Eighty Cents ($56.80) per month toward the cost of a Family Policy, or less, whichever covers cost of plan, for [Class and Class B employees.] general service employees and police personnel and Fifty -Five ($55.00) per month for firefighters. Dental Policy. The City shall pay [Twenty Dollars ($20.00)] Twenty Dollars and Seventy Cents_($20.70) toward the full cost of an indi- vidual employee policy or family policy for police personnel, whichever is the lesser, and [Twenty -One Dollars and Twenty -Three Cents ($21.23)] Twenty -Four Dollars and Forty -Three Cents ($24.43) toward the full cost of an individual policy or family policy for [Class Al general service _ employees, whichever is the lesser. * * * * * * * * SECTION 6. "6 -7 -7: SAME-- AWARDS In order to better motivate and compensate those police officers who diligently participate in this training program, the following com- pensation plan is established: (a) [$100] $150 Cash Award * * * * * * * * * * (b) [$250] $350 Cash Award — — — * * * *— * * * * * * SECTION 7.
