A RESOLUTION AUTHORIZING THE FILING OF A
REVISED APPLICATION FOR FEDERAL ASSISTANCE BY
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
FROM THE FEDERAL AVIATION ADMINISTRATION TO
RELOCATE AND REHABILITATE TAXIWAYS A AND A9
AT PUEBLO MEMORIAL AIRPORT, RESCINDING
RESOLUTION NO. 12722 DATED JULY 8, 2013 AND
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME
WHEREAS, City Council approved Resolution No. 12722 on July 8, 2013 authorizing
the filing of an application for Federal Assistance from the Federal Aviation Administration to
relocate and rehabilitate Taxiways A and A9; and
WHEREAS, the bids for the project have come in higher than anticipated that has
increased the need to request additional funding from the Federal Aviation Administration;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The new application for federal assistance, including all understandings and assurances
contained therein, to relocate and rehabilitate Taxiways A and A9 at Pueblo Memorial Airport, a
copy of which is attached hereto, is hereby approved and authorized to be filed with the Federal
Aviation Administration.
SECTION 2.
Resolution No. 12722 dated July 8, 2013 is hereby rescinded
SECTION 3.
The President of City Council is hereby authorized to execute the said Grant Application
on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers of the City are directed and authorized to perform any and all acts consistent
with the intent of this Resolution and the attached instruments to effectuate the transactions
described therein.
SECTION 5.
The Resolution shall become effective immediately upon passage and approval.

ISSUE
Should City Council rescind Resolution No. 12722 and authorize the filing of a revised
application for federal assistance from the Federal Aviation Administration to relocate and
rehabilitate Taxiways A and A9 at the Pueblo Memorial Airport?
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The application approved by City Council on July 8, 2013 under Resolution No. 12722 was
requesting a $4,000,000 grant from the FAA to relocate and rehabilitate Taxiways A and A9 at
the airport. The FAA does not issue grants until the project has been bid so that the grant is
based on the amount of the bid. Therefore, the project was put out to bid and the bids have come
in higher than anticipated. The FAA is getting ready to award the grant but have requested a
revised application that shows the increase in the funding. The request is for $5,000,000 that is
95% of the project. The City’s matching funds will be for 2.5% of the project and the State has
agreed to match the City’s funds.
FINANCIAL IMPACT
The total project is estimated at $5,263,158. The application for federal assistance is for
$5,000,000. The State's and the City's match will be $131,579 each. Matching funds are
available in the Airport Development fund (411 fund) and the Customer Deposits Fund (715
fund).
