AN ORDINANCE ESTABLISHING CAPITAL PROJECT DT1304
FOR THE GOODNIGHT / ELIZABETH BIKE LANES PROJECT
AND APPROVING A CONTRACT, M086-070 (19473) BETWEEN
THE COLORADO DEPARTMENT OF TRANSPORTATION AND
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
BUDGETING AND APPROPRIATING FUNDS IN THE TOTAL
AMOUNT OF $180,000 AND AUTHORIZING THE PRESIDENT
OF CITY COUNCIL TO EXECUTE SAID CONTRACT
WHEREAS, the State of Colorado, Department of Transportation, has offered
funds through Contract M086-070 (19473) – Goodnight / Elizabeth Bike Lanes Project;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Contract between Pueblo, a Municipal Corporation, and the State of
Colorado, for Project M086-070 (19473) (hereinafter referred to as the “Contract”), a
copy of which is attached, having been approved as to form by the City Attorney, is
hereby approved.
SECTION 2.
Capital Project No. DT1304 is hereby established. Subject to encumbrances by
the Colorado Department of Transportation, funds from M086-070 (19473) in the
amount $144,000, are hereby budgeted and appropriated for the Goodnight / Elizabeth
Bike Lanes Project, Project No. DT1304. The total project budget is $180,000.
SECTION 3.
Funds in the amount of $13,500 shall be transferred from Project HU1201, Bike
Lanes - City Wide, $16,000 shall be transferred from Project HUAN02 Signal/Crosswalk
Upgrades and funds in the amount of $6,500 from shall be transferred from Public
Works - Traffic Control Maintenance Salaries to Project No. DT1304 for the required
match of $36,000.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the policies and
procedures described therein.
SECTION 5.
The President of the City Council is authorized to execute and deliver the
Contract in the name of the City and the City Clerk is directed to affix the seal of the City
therein.
SECTION 6.
This Ordinance shall become effective immediately upon final passage and
approval.

ISSUE
Should City Council approve a Contract between the Colorado Department of Transportation
and the City of Pueblo, for the Goodnight / Elizabeth Bike Lanes Project, Project No. DT 1304?
RECOMMENDATION
Approve the Ordinance.
BACKGROUND
The project continues the City’s efforts to expand the bike network and encourage bicycling as a
form of transportation by installing on-street bike lanes on Goodnight Avenue between City Park
and Abriendo Avenue and on Elizabeth Street / Greenwood south of US HWY 50.
Federal Funds in the amount of $144,000 have been made available by the Transportation
Enhancement Grant program from the Colorado Department of Transportation. The local
match, in the amount of $36,000, is being provide by the City; match consists of material and
labor provided by the City. The total project budget is $180,000. The project will be managed
by the City of Pueblo.
FINANCIAL IMPACT
Funds in the amount of $13,500 will be transferred from Project HU1201, Bike Lanes - City
Wide, $16,000 will be transferred from Project HUAN02 Signal/Crosswalk Upgrades and $6,500
will be transferred from Public Work - Traffic Control Maintenance Salaries to Project No.
DT1304 for the required match of $36,000.
