HomeMy WebLinkAbout08618 ORDINANCE NO. 8618 AN ORDINANCE AMENDING THE FISCAL YEAR 2013 STAFFING ORDINANCE REVISING POSITIONS WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT AND WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Information Technology Department and Wastewater Department; Now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. INTRODUCED: August 12, 2013 Chris Kaufman BY: PASSED AND APPROVED: August 26, 2013 BACKGROUND PAPER FOR PROPOSED ORDINANCE DATE: AUGUST 12, 2013 AGENDA ITEM # S-1 DEPARTMENTS : INFORMATION TECHNOLOGY LORI PINZ, DIRECTOR WASTEWATER GENE MICHAEL, DIRECTOR HUMAN RESOURCES MARISA PACHECO, DIRECTOR TITLE AN ORDINANCE AMENDING THE FISCAL YEAR 2013 STAFFING ORDINANCE BY REVISING POSITIONS WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT AND THE WASTEWATER DEPARTMENT ISSUE Should City Council amend the 2013 Staffing Ordinance by establishing the new position of System Administrator and eliminating the position of Network Administrator in the Information Technology Department and by establishing the new positions of Water Reclamation Worker and Wastewater Utility Worker and eliminating the position of Utility Worker in the Wastewater Department? RECOMMENDATION Approval of the Ordinance. BACKGROUND The Information Technology Department requests to adjust its staffing by establishing a new position titled System Administrator and abolishing the Network Administrator position. The title System Administrator more adequately reflects the current function and responsibilities of the current Network Administrator job. The result of this action will be no net increase in staffing. The Wastewater Department requests to adjust its staffing in the Treatment and Collections Divisions by abolishing the Utility Worker position in both divisions and establishing a new Water Reclamation Worker position in the Treatment Division and a new Wastewater Utility Worker position in the Collections Division. The new Water Reclamation Worker and Wastewater Utility Worker positions will allow the Wastewater Department to recruit employees for both positions that will be able to test for and obtain the required State of Colorado certifications for work within the Wastewater Department. The result of this action will be no net increase in staffing. FINANCIAL IMPACT Funding for the position of Network Administrator was appropriated for in the 2013 budget. The difference in salary of Network Administrator and the System Administrator position was appropriated in the 2013 Information Technology Department budget. There will be no net change in the Wastewater Department’s operating costs as a result of this staffing adjustment. Funds for salaries and benefits were appropriated in the 2013 Wastewater Department budget.
