PD1309 FIRE INVESTIGATION EQUIPMENT, AND TRANSFERRING GRANT FUNDS IN THE AMOUNT OF $2,500 FROM THE PROJECTS TO BE DETERMINED IN THE POLICE GRANTS FUND FOR THE PURPOSES AUTHORIZED BY THE GRANT AWARD WHEREAS, FM Global has tendered a grant award to the City of Pueblo in the amount of $2,500 to purchase Fire Investigation Equipment; and WHEREAS, acceptance of the award is in the best interest of the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Award, a true copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved and ratified. SECTION 2. Project No. PD1309 Fire Investigation Equipment is hereby established. The grant amount of $2,500 is hereby transferred from Projects to be Determined Police Grant Fund to Project No. PD 1309 for expenditure for the purposes authorized by the grant agreement. There is no local match required with this grant award. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution to effectuate the policies and procedures described therein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. RECOMMENDATION Approval of the Resolution. BACKGROUND The Pueblo Fire Department has 8 investigators to assist the Police Department with fire investigations. Although the Police Department investigates all arsons or suspicious fires, Fire Department investigators determine the cause and origin of all fires in the city. FM Global has awarded the Fire Department a grant to purchase a digital camera and LED lighting equipment. The digital camera would allow the investigators to accurately document any evidence collected or processed at fire scenes. The LED lighting will allow the fire investigators to work both safely and efficiently at fire scenes. This equipment will allow the fire investigators to perform their job in a manner that is safer and more effective. The community will benefit from these increased abilities of the fire investigators to identify criminal activity and investigate the crimes of arson. FINANCIAL IMPACT No impact. Please answer the following questions: a. Why does your organization need the requested funding? This funding will allow our fire investigations unit to function in a safer environment by allowing us to better illuminate fire scenes. Additionally, better illumination will allow our fire investigators to do a better job of fire scene examination since better lighting will reduce the chances of missing vital evidence. Currently we have to use either standard flashlights, or high temperature /high wattage halogen lights. The current lights require the use of extension cords (trip hazards, susceptible to damage) and generators (noise, fumes). The heat given off by the halogen lights may also cause bum injuries and /or damage to equipment. The LED lighting systems requested will eliminate these problems since they are self- contained, do not generate heat and do not require an external power source. The camera, lens and flash is requested due to having several instances in the past where there were simultaneous incidents and no camera was available to document both. This resulted in some incidents not being adequately documented or in delays in processing the scenes. 1 31 � , # � ?' a ' e : F� Global;Fir Prevention G nt at raApplic b. How will funding enhance your current /future fire prevention, prefire planning or investigation efforts? These tools will allow our investigators to do complete, thorough and professional fire origin and cause investigations in a safe manner. c. What is the expected impact funding will have within your community, both immediate and long -term? The immediate impact will be to increase the safety and effectiveness of the fire investigations unit. The long term impact will be much the same, with the additional benefits of the long -term life expectancy of both the lights and camera equipment. The long life expectancy will reduce the funding burden on the department, and insure that the fire investigations unit consistently has adequate equipment. Additionally, the community will continue to benefit from the increased capabilities of the fire investigation unit. The better the unit is at determining the origin and cause of fires, the better it becomes at identifying criminal activity and solving the crime of arson. The community depends on a capable, well equipped and trained fire investigations unit. d. What recent (within past 10 years) local fire - related statistics support the need for funding? Our fire investigations unit is only 6 years old. We have increased the number of certified investigators from 3 to 8. Our departments call volume increases approximately 1,000 calls per year, with the proportion of fire vs. non -fire related calls remaining constant. We have had strings of arson fires which have at times taxed our equipment resources. e. What other relevant information do you believe will support the need for funding? Budgetary restraints make it impossible for the department to purchase new equipment, update existing equipment, or expand it's equipment selection. This grant will enable the department to overcome these budget restraints. 11. If full funding can not be provided is partial funding acceptable to your organization?
