RESOLUTION NO. 12756
A RESOLUTION AUTHORIZING THE COMMITMENT OF THE
CITY OF PUEBLO TO ACCEPT OWNERSHIP AND
MAINTENANCE OF COLORADO DEPARTMENT OF
TRANSPORTATION (CDOT) OWNED ROADWAYS, SUBJECT
TO TERMS AND CONDITIONS SPECIFIED IN A MUTUALLY
AGREEABLE INTERGOVERNMENTAL AGREEMENT BETWEEN
THE CITY OF PUEBLO AND CDOT, AS LOCAL MATCHING
FUNDS FOR APPLICATIONS REQUESTING $62.4 MILLION IN
STATE AND FEDERAL TRANSPORTATION FUNDING FROM
THE RESPONSIBLE ACCELERATION OF MAINTENANCE AND
PARTNERSHIPS PROGRAM FOR HIGHWAY CONSTRUCTION
AND IMPROVEMENT PROJECTS ON THE INTERSTATE 25 AND
US-50 CORRIDORS
WHEREAS, the Pueblo Area Council of Governments (PACOG) unanimously
approved and submitted pre-applications to the CDOT on May 1, 2013 requesting the
acceleration of funds through the Responsible Acceleration of Maintenance and
Partnerships Program (RAMP) for the construction of safety, congestion mitigation, and
other highway improvements on Interstate 25 (I-25) from the Ilex/I-25 interchange to the
First Street/I-25 interchange and on US-50 between Wills Blvd and Purcell Blvd
(“Projects”); and
WHEREAS, CDOT reviewed and determined that the pre-applications requesting
the acceleration of funding for the I-25 and US-50 corridors met the criteria and intent of
the RAMP Program, and authorized the submittal of final applications; and
WHEREAS, Resolution No.12716, approved on June 24, 2013, authorized the
submittal of final detailed RAMP applications by the City of Pueblo and Pueblo Board of
County Commissioners that included a commitment by the City to provide a $1.2 million
cash contribution over a four-year period, and commitments to accept the ownership
and maintenance (devolution) of CDOT owned roadways by both the City of Pueblo and
Pueblo County as local matching funds for the Projects;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo has identified and selected the following CDOT owned
roadways that meet CDOT’s criteria to serve as local match to be accepted by the City
of Pueblo for ownership and maintenance:

A. SH 227 (Joplin Avenue) between East 4 Street and US-50C (Santa Fe
Avenue).
B. Elizabeth Street between Eagleridge Boulevard and Wills Boulevard.
SECTION 2.
Pueblo County has identified and selected the following CDOT owned roadways
that meet CDOT’s criteria to serve as local match to be accepted by Pueblo County for
ownership and maintenance:
A. SH 233 (Baxter Road) between SH 96 and US-50C.
B. South I-25 Frontage Road from SH 45 (Pueblo Blvd) to Interstate 25 Exit 91
(Stem Beach)
SECTION 3.
A total devolution value of roadways by the City of Pueblo and Pueblo County of
$12,260,209, as calculated by CDOT, is authorized to be submitted as a local matching
funds contribution for the I-25 RAMP Project No. 2-31 and the US-50 RAMP Project No.
2-33 based on the following roadway devolution values:
A. SH 227 (Joplin Avenue) $4,164,065
B. Elizabeth Street $2,070,542
C. SH 233 (Baxter Road) $4,919,155
D. South I-25 Frontage Road $1,106,447
SECTION 4.
The City of Pueblo hereby agrees, subject to terms and conditions specified in a
mutually agreeable Intergovernmental Agreement between the City and CDOT (“the
IGA”), to accept the ownership and maintenance of CDOT owned roadways identified in
Section 1 of this Resolution.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon final passage.

ISSUE
Should the City Council authorize the commitment on behalf of the City of Pueblo to accept the
ownership and maintenance (devolution) of Colorado Department of Transportation owned
roadways as matching funds for the City of Pueblo and Pueblo County’s two applications
requesting funding from the Responsible Acceleration of Maintenance and Partnerships
program (RAMP) for construction and improvement projects on the Interstate 25 and US-50
corridors?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The RAMP Program accelerates funding for selected projects that are included within the
FY2014 and FY2015 Colorado Statewide Transportation Improvement Plan. The City and
Pueblo County jointly submitted two RAMP applications that have been approved to compete
for final funding to be awarded by the CDOT Transportation Commission in September of 2013.
These applications propose accelerating local, Federal Highway Administration, and state
transportation funds to complete improvements to Interstate 25 between the Ilex Bridge

structure and 1 Street, and on the US-50 West corridor between Wills Boulevard and 1/4-mile
west of Purcell Boulevard.
The I-25 Project totals $32 million and includes a $14,150,484 million RAMP request, $10
million in advanced 2017 State FASTER Safety Funds, and a $1.2 million cash contribution of
City underground utility funds provided over a four year period between 2014 and 2017.
The US-50 West Project totals $30.4 million and includes $13,433,306 million RAMP request,
$6.8 million in CDOT Asset Management funds, $4.756 million in advanced FASTER and
Safety/Congestion Mitigation funds and $1 million in CDOT Operational RAMP funds.

The July 1, 2013 detailed RAMP applications included a list of CDOT owned roadways that the
City and County staffs were evaluating to determine which roads would be included in the final
RAMP applications subject to CDOT staff’s completion of detailed devolution valuations. The
City and County staff selected roadways to be accepted to serve as the required local match
that were split evenly between the City of Pueblo and Pueblo County to equally share the
impact of accepting the ownership and maintenance costs of these CDOT roadways.
The roadways proposed to be accepted by the City and County in this Resolution and the
devolution values calculated and determined by CDOT staff totaling $12,260,209 are listed
below and shown on Attachment 1 of the background paper:
City of Pueblo – Devolution Total - $6,234,607.

A. SH 227 (Joplin Avenue) between East 4 Street and US-50C (Santa Fe Avenue), totaling
1.6 miles, with a devolution value of $4,164,065. Two-lane highway with one bridge
structure crossing the Arkansas River.
B. Elizabeth Street between US-50 West and Wills Boulevard, 5-lane frontage road totaling 4.2
miles, with a devolution value of $2,070,542.
Pueblo County – Devolution Total - $6,025,602.
A. SH 233 (Baxter Road) between SH 96 and US-50C, two lane highway totaling 2.096, miles,
with a devolution value of $4,919,155. This segment of highway has two bridge structures,
with one crossing the Arkansas River and one crossing an irrigation ditch.
B. South I-25 Frontage Road from SH 45 (Pueblo Blvd) to Interstate 25 Exit 91 (Stem Beach),
two-lane frontage road totaling 4.14 miles, with a devolution value of $1,106,447.
The Resolution commits the City of Pueblo, subject to the terms and conditions specified in a
mutually agreeable Intergovernmental Agreement between the City and CDOT, to accept the
ownership and maintenance of CDOT owned roadways identified under the City of Pueblo
section listed above.
FINANCIAL IMPACT
The long-term cost to the City for accepting the ownership and maintenance of these two
sections of CDOT owned roadways is the ongoing routine expenditures, periodic surface
treatment, and long-term maintenance of the bridge structure on SH 227. An annual routine
maintenance cost of $29,534 is estimated by CDOT staff for the maintenance of SH 227. The
long-term expenses calculated by CDOT staff assumes a 1.5 inch overlay of SH 227 at an
approximate cost of $450,000 in 2020 and the re-habilitation of the bridge structure crossing the
Arkansas River totaling $3 million in 2023. An annual routine maintenance cost of $984 is
estimated by CDOT staff for the maintenance of Elizabeth Street. The long-term expenses
calculated by CDOT staff assume $1.5 million in surface treatment costs in 2027 for Elizabeth
Street.
In the event the bridge crossing the Arkansas River needs to be replaced in the future, the
bridge is eligible to receive Off-System Bridge Funds that currently pay for 80% of the cost to
replace the bridge. In addition, the inclusion of the additional miles of roadway will increase the
amount of HUTF funding the City receives based on a 3.88 miles of roadway added to the City’s
total roadway miles.
