HomeMy WebLinkAbout12717RESOLUTION NO. 12717 A RESOLUTION AUTHORIZING THE EXPENDITURE OF $951,500 FROM THE UNDERGROUND FEES ESCROW ACCOUNT FOR RELOCATING OVERHEAD ELECTRIC TH FACILITIES UNDERGOUND ON 11 STREET BETWEEN ALBANY AVENUE AND GREENWOOD STREET FOR THE PUEBLO COUNTY EMERGENCY OPERATIONS CENTER WHEREAS, Pueblo County Government is constructing a new Emergency Operations Center located at 1001 North Santa Fe Avenue; and WHEREAS, Black Hills / Colorado Electric Utility Company, L.P. (“Black Hills”) currently uses overhead electric facilities, which impedes the design and construction of the new Emergency Operations Center; and WHEREAS, the City has been requested to financially assist Black Hills and Pueblo County with the construction costs required to relocate electric facilities; and WHEREAS, the project and use of the escrow funds is consistent with intent of the Black Hills Franchise agreement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The Pueblo City Council authorizes the expenditure of funds up to the amount of $951,500 from the Black Hills Underground Fee escrow account to pay for the relocation of th overhead electric facilities on 11 Street between Albany Avenue and Greenwood Street. (“Black Hills”) Underground Fee to relocate th overhead electric facilities underground on 11 Street from Albany Avenue to Greenwood Street for the construction of the Pueblo County Emergency Operations Center? RECOMMENDATION Approval of this Resolution. BACKGROUND Article 11 of the Black Hills franchise agreement established an underground fee to be collected from Black Hills customers. The fee is deposited into an escrow account for undergrounding overhead electric facilities on public projects. Pueblo County Government is constructing a new Emergency Operations Center located at 1001 North Santa Fe Avenue. Black Hills Energy currently uses overhead electric facilities, which impedes with the design and construction of the new Emergency Operations Center. th This project will consist of removing two overhead main line circuits, all poles and wires on 11 Street between Albany Avenue and Greenwood Street. Also, installing two circuits of main line, 2800’ of 6” continuous conduit bore pipe, five – 600 Amp switchgear’s, four – 40’ poles, and 17 decorative Black Aurora 250 watt lights. FINANCIAL IMPACT None. Funds in the amount of $951,500 are available in the Black Hills Underground Fee escrow fund.
