THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo
City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to K.R. Swerdfeger, Inc., under
the 2013-2014 multi-year point repair contract; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:

This contract is for repair of the sanitary sewer main in the Alley of East 3

Street and East 4 Street between Bradford Avenue and Chester Avenue. Contract
Agreement for Sanitary Sewer Repair with K.R. Swerdfeger, Inc., Project No. 13-012
(WWAN03) is hereby awarded to said bidder in the amount of $145,429.57.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 3.
Funds for Project No. 13-012 (WWAN03) shall be from the Sewer User Fund.

RECOMMENDATION
Approve this Resolution.
BACKGROUND
A sanitary sewer cleaning head and approximately 250 feet of hose became stuck in the
8-inch sanitary sewer main on Wednesday, March 6, 2013. The Wastewater
Department attempted to free the cleaning head and hose, but to no avail. The
presence of the cleaning head and hose greatly increased the likelihood of a blockage
and sanitary sewer overflow. An attempt to investigate the problem via TV inspection
was unsuccessful because of the poor condition of the sewer main and the presence of
an intruding tap. Because of its proximity to Fountain Creek, this job had a high level of
liability. Because of the depth of the sanitary sewer main, the proximity of the structures
built in the vacated alley, and the poor soil conditions, the sanitary main was rerouted
around the alley. A manhole was constructed at the intersection of Bradford Avenue

and the alley of East 3 Street and another at East 3 Street between Bradford Avenue
and Chester Avenue, then at the intersection of Chester Avenue and the alley of East

3 Street which tied the rerouted line back to the existing line from the alley. Additional
costs for pipe, asphalt, flow fill, etc. were required but outweighed the cost of liability of
a failed deep trench next to the existing building.
This work was performed under the Sanitary Sewer Point Repair multi-year contract
under which nine (9) contractors were qualified via competitive bid. During the project
the costs were modified by actual field quantities as noted on the attached change
order. Cortez Construction was the apparent low bidder, but they were already working
on an emergency sanitary sewer repair on Small Street and they have only one crew.
Parker Excavating Inc. is the next apparent low bidder, but they also were already
working on an emergency sanitary sewer repair on Moffat Street and they also have
only one crew. K.R. Swerdfeger Construction, Inc. is the third lowest bidder.
The cost breakdown for the project is as follows:

FINANCIAL IMPACT
Funding for this project will come from the sanitary sewer rehabilitation budget funded
by the Sewer User Fund. Funding is available and has been appropriated and allocated
to Project No. 13-012 (WWAN03).
