URBAN DESIGN, AND LANDSCAPE ARCHITECTURAL
PLANS FOR CERTAIN IMPROVEMENTS IDENTIFIED
WITHIN COLORADO ECONOMIC DEVELOPMENT
COMMISSION RESOLUTION NO. 1, EFFECTIVE MAY 18,
2012, AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE SAME
WHEREAS, on December 10, 2012, PuebloCity Councilpassed Resolution No.
12554, acknowledging receipt of Colorado Economic Development Commission
Resolution No. 1 effective May 18, 2012 concerning the dedication of specified state
sales tax increment revenue (TIF) through the State of Colorado Regional Tourism Act
(RTA) for the Pueblo RTA Project; and
WHEREAS, on December 10, 2012, PuebloCity Councilpassed Resolution No.
12554, acknowledging receipt of Colorado Economic Development Commission
Resolution No. 1 effective May 18, 2012 concerning the dedication of specified state
sales tax increment revenue (TIF) through the State of Colorado Regional Tourism Act
(RTA) for the Pueblo RTA Project; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
The Pueblo City Council authorizes the President of City Council to submit a
letter to the Department of Local Affairs, on behalf of the City of Pueblo, requesting
$25,000 in discretionary planning funds for the preparation of preliminary civil
engineering, urban design, and landscape architectural plans related to the Pueblo RTA
Project.

ISSUE
Should City Council approve a Resolution requesting $25,000 in discretionary grant
funds from the Department of Local Affairs (DOLA) to fund preliminary civil engineering,
urban design, and landscape architectural improvements for the outdoor events plazas,
parking, Riverwalk water channel extension, boathouse, and related site and urban
design improvements as identified within Colorado Economic Development Commission
Resolution No. 1 effective May 18, 2012?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
On December 10, 2012, PuebloCity Councilpassed Resolution No. 12554,
acknowledging receipt of Colorado Economic Development Commission Resolution No.
1 effective May 18, 2012, concerning the dedication of specified state sales tax
increment revenue (TIF) through the State of Colorado Regional Tourism Act (RTA) for
the Pueblo RTA Project.
On February 25, 2013, Pueblo City Council passed Resolution No. 12602 approving a
Cooperation Agreement between the City of Pueblo, Pueblo Urban Renewal Authority,
and the Historic Arkansas Riverwalk of Pueblo Authority of Pueblo for the purpose of
planning, financing, designing, engineering, overseeing, managing, maintaining, and
operating the RTA Project. Attachment #2 to the Agreement identified the City’s
responsibility under this Cooperation Agreement as applying for State and Federal
funding in support of the various phases of the Project.
The HARP Authority has prepared a Scope of Work for the preliminary civil engineering,
urban design, and landscape architecture planning services for the outdoor events
plazas, parking, Riverwalk water channel extension, Gateway Center/Boathouse
Facility, and related site and urban design improvements. The cost of this Scope of
Work is estimated to be $50,000. The City’s request to DOLA will fund 50 percent of
the Project cost. The HARP Foundation is pledging $15,000 and the Urban Renewal
Authority is pledging $10,000 to match the DOLA request. The Urban Renewal match
will come from State TIF funds previously received by the Authority.
FINANCIAL IMPACT
There will be no direct financial impact to the City. The HARP Authority and the City of
Pueblo Finance Department will be responsible for all grant reporting to the Department
of Local Affairs.

Dear Lee:
This letter is intended to formally request potential grant funding for master planning Pueblo's central
downtown area related to future improvements to support the RTA area. Our Planning Director, Julie
Ann Woods, has informed me that there may be available some discretionary funds that would help
jumpstart our planning efforts to move us toward new economic development centered around HARP.
The City, PPAG, and the City Center Partnership intend to apply for the Our Town Grant through the
NEA in the fall. This will allow us to develop a comprehensive master plan for the Creative Corridor
and immediately adjacent urban renewal areas, including the area centered around the HARP. We intend
to apply to DOLA in the fall round of grants for funds that would serve as match to leverage potential Our
Town Grant funds. A central downtown framework plan update will ensure that proposed public
improvements to support our fledgling tourism and creative industries are properly located and sensitively
designed to meet current and future economic development needs within the City of Pueblo.
We have the immediate need to develop a master plan in more detail than currently exists to ensure the
convention center exposition hall expansion, HARP expansion, gateway area and development sites in the
RTA zone can all be properly integrated. The Pueblo Urban Renewal Authority (PURA) currently has an
RFP out for architectural services for the convention center expansion, and an RFQ for professional
services to site design /master plan the exterior adjacent areas connected to HARP has been drafted. We
have received a commitment of $10,000 from PURA, and another $15,000 from the HARP Foundation to
serve as matching funds. We are requesting a discretionary grant from DOLA in the amount of $25,000
to fund professional services to complete this important first step in updating the Central Downtown
Framework Plan to support the RTA effort.
