AN ORDINANCE AMENDING SECTION 6-5-16 OF
CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL
CODE RELATING TO THE FY 2013 CLASSIFICATION
AND PAY PLAN FOR THE FINANCE DEPARTMENT
AND WASTEWATER DEPARTMENT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted, underscore indicates matter being added)
SECTION 1.
The following line items within Section 6-5-16 of Chapter 5, of Title VI of the
Pueblo Municipal Code as amended, being the Classification and Pay Plan (2013), are
amended to read as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the City
effective January 1, 2013;
B. The classification and pay range for all non-bargaining unit employees of the City
January 1, 2013;
C. The pay range for all unclassified employees of the City effective January 1,
2013.

BY ADDING THE POSITIONS OF PAYROLL COORDINATOR AND ASSISTANT WWTP

ISSUE
Should City Council amend the 2013 Classification and Pay Plan reflecting the addition of the
position titles and pay scales for the Payroll Coordinator and the Assistant WWTP
Superintendent and removing the position title and pay scale for the WWTP Maintenance
Supervisor?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council. As submitted, the Pay Schedule adds the Payroll Coordinator and
the Assistant WWTP Superintendent pay rates and scales, and the removes the position title
and pay scale of the WWTP Maintenance Supervisor.
FINANCIAL IMPACT
Funding for the position of Accounting Technician IV was appropriated in the 2013 budget. The
difference in salary of Accounting Technician IV and the Payroll Coordinator position was
appropriated in the 2013 Finance Department budget.
There will be no net change in the Wastewater Department’s operating costs as a result of this
salary adjustment. Funds for salaries and benefits are from the Sewer User Fund.
