AN ORDINANCE AMENDING THE FISCAL YEAR 2013
STAFFING ORDINANCE REVISING POSITIONS WITHIN
THE FINANCE DEPARTMENT AND WASTEWATER
DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and
functionality for the Finance Department and Wastewater Department
Now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted, underscore indicates matter being added)
SECTION 1.
The following sections captioned “FINANCE” and “WASTEWATER-TREATMENT
PLANT” of Ordinance No. 8555, being the 2013 Staffing Ordinance, is amended as
follows:

TITLE
AN ORDINANCE AMENDING THE FISCAL YEAR 2013 STAFFING ORDINANCE BY
REVISING POSITIONS WITHIN THE FINANCE DEPARTMENT AND THE
WASTEWATER DEPARTMENT
ISSUE
Should City Council amend the 2013 Staffing Ordinance by establishing the new
position of Payroll Coordinator in the Finance Department and by establishing the new
position of Assistant WWTP Superintendent and eliminating the position of WWTP
Maintenance Supervisor in the Wastewater Department?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
The Finance Department requests to adjust its staffing by establishing a new position
titled Payroll Coordinator. In addition, due to a significant change in duties in one of the
Accounting Technician IV positions, said position would be reclassified to the new
position of Payroll Coordinator, which more adequately reflects the current function and
responsibilities of the job. The result of this action will be no net increase in staffing.
The Wastewater Department requests to adjust its staffing allocation in the Treatment
Division by abolishing the WWTP Maintenance Supervisor position and establishing a
new Assistant WWTP Superintendent position. The new Assistant WWTP
Superintendent position will supervise both the Operations and Maintenance sections,
which will lead to a more efficient operation, communication, planning, and budgeting.
The result of this action will be no net increase in staffing.
FINANCIAL IMPACT
Funding for the position of Accounting Technician IV was appropriated for in the 2013
budget. The difference in salary of Accounting Technician IV and the Payroll
Coordinator position was appropriated in the 2013 Finance Department budget.
There will be no net change in the Wastewater Department’s operating costs as a result
of this staffing adjustment. Funds for salaries and benefits are from the Sewer User
Fund.
