TRANSFERRING $20,000 FROM CP0921 TO PL1303,
BUDGETING AND APPROPRIATING $100,000 FOR SAID
PROJECT, AND AUTHORIZING THE PRESIDENT OF
COUNCIL TO EXECUTE SAME
WHEREAS, the State of Colorado, Department of Transportation, has offered

funds through Contract TAP M086-069 (19469), East 4 Street Enhancement Planning
and Engineering Project; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Contract between the City of Pueblo, a Municipal Corporation, and the State of
Colorado, for the use and benefit of the State Department of Transportation for
Transportation Enhancement Project TAP M086-069 (19469) (hereinafter referred to as
the “Contract”), a copy of which is attached, having been approved as to form by the
City Attorney, is hereby approved.
SECTION 2.
Subject to encumbrances by the Colorado Department of Transportation, funds
from TAP M086-069 (19469) in the amount of $80,000 and City local match of $20,000

for a total of $100,000, are hereby budgeted and appropriated for the East 4 Street
Enhancement Planning and Engineering Project, Project No. PL1303.
SECTION 3.
The local matching funds in the amount of $20,000 are transferred from CP0921,
Crime Prevention through Environmental Design to Project Number PL1303.
SECTION 4.
The President of the City Council is authorized to execute and deliver said Grant
Agreement in the name of the City and the City Clerk is directed to affix the seal of the
City thereto and attest same.
SECTION 5.
This Ordinance shall become effective immediately upon final passage and
approval.

Should City Council approve a transportation enhancement grant agreement between
the Colorado Department of Transportation and the City of Pueblo, establish Project

PL1303, the East 4 Street Enhancement, Planning, and Engineering Project, budget
and appropriate funds in the amount of $100,000, and authorize the President of City
Council to execute same?
RECOMMENDATION
Approve the Ordinance.
BACKGROUND
th
The East 4 Street Enhancement, Planning, and Engineering Project is a multifaceted
project that includes aesthetic improvements for the streetscape and increased safety
measures for pedestrian and vehicular traffic. All improvements will be located within
th
the East 4 Street (State Highway 96) right-of-way extending east from Erie Avenue
three blocks to Hudson Avenue. The Project includes the survey, design, and
th
completion of construction documents for the declining East 4 Street commercial
corridor. Improvements contemplated by the Project include streetscape furnishings,
pedestrian lighting, xeric landscaping, decorative cross-walks, and other traffic calming
devices.
Federal funds in the amount of $80,000 have been made available by a Transportation
Enhancement Grant from the Colorado Department of Transportation. The local match
in the amount of $20,000 comes from Project No. CP0921 Crime Prevention through
Environmental Design. The total Project budget is $100,000. The Project will be
managed by the City of Pueblo.
FINANCIAL IMPACT
Funds in the amount of $20,000, required as local match, have been transferred from
Project No. CP0921 Crime Prevention through Environmental Design. Total funds in the

amount of $100,000 shall be budgeted and appropriated for the East 4 Enhancement
Planning and Engineering Project, Project No. PL1303.
The Agreement requires the City of Pueblo to provide the maintenance for the
landscape and irrigation.
