HomeMy WebLinkAbout08586ORDINANCE NO. 8586 AN ORDINANCE BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $45,000 FROM THE FISCAL YEAR 2013 RESERVES OF THE STORMWATER UTILITY ENTERPRISE FOR THE PURCHASE OF A NEW WINGED MOWER AND TWO ENCLOSED TRAILERS AND FROM THE WASTEWATER DEPARTMENT, THE PURCHASE OF A TRACTOR WITH DISC AND SPREADER WHEREAS, the Wastewater Department is currently in possession of a 1986 Case tractor with a disc and spreader and desires to sell that tractor and implements; and WHEREAS, acquiring the Case tractor and implements as well as a new winged mower and two enclosed trailers would improve the efficiency of the Stormwater Department’s maintenance operation; and WHEREAS, the Stormwater Department has adequate funds in reserve to support this purchase; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds from the fiscal year 2013 Stormwater Utility Enterprise Reserves in the amount of $30,000 are hereby budgeted and appropriated to FY 2013 Stormwater Maintenance Vehicles & Rolling Stock account 535-4220-433.70-15 for the purchase of a winged mower and two enclosed trailers. SECTION 2. Funds from the fiscal year 2013 Stormwater Utility Enterprise Reserves in the amount of $15,000 are hereby transferred to the Wastewater Department for the purchase of a 1986 Case tractor, disc and spreader. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. RECOMMENDATION Approval of Ordinance. BACKGROUND The Stormwater Utility has a need to purchase several pieces of equipment that are necessary for a more efficient operation of the maintenance division. This includes a 1986 Case tractor with a disc and spreader, a winged-mower, and two enclosed trailers. Part of the Stormwater Utility’s responsibility is maintaining numerous drainage ditches and detention ponds throughout the city. Currently, the City’s Wastewater Department owns a 1986 Case tractor with an accompanying disc and spreader that they desire to transfer with reimbursement to the Stormwater Utility for $15,000. Research into the prices of used vehicles of this type indicates that $15,000 is a fair market value. Part of the maintenance of these ditches and detention ponds includes keeping the weeds and grass mowed. The purchase of a new winged-mower will not only save manhours in actual mowing time, but the cost of repairs and down time of the current worn equipment will be avoided. This new mower will allow the same area to be mowed in half the current time allowing those saved manhours to be utilized in other necessary functions of the department. In addition, two enclosed trailers are needed. One will be used to store and have “ready-to-go” the supplies and equipment necessary to respond to an emergency overflow. Currently these emergency supplies and equipment are kept on shelves in the shop and in the case of an emergency, precious time that should be used retaining a spill is spent gathering and loading these supplies. Purchase of an enclosed trailer for this purpose would eliminate that wasted time which could potentially cost the City thousands of dollars in damages and fines. A second enclosed trailer is required to store heavy bags of grout and concrete as well as various long and cumbersome tools being utilized at job sites. The Stormwater Maintenance Division regularly cares for and repairs manholes, storm drains, and outfalls throughout the city. An enclosed trailer would keep these supplies dry and safe from possible theft and exposure. FINANCIAL IMPACT Funds in the amount of $45,000 shall be budgeted and appropriated from the fiscal year 2013 reserves of the Stormwater Utility Enterprise. Of that amount a sum of $15,000 will be transferred to the Wastewater Department. The balance of $30,000 will be put into the FY 2013 Stormwater Maintenance account for Vehicles & Rolling Stock - account 535-4220-433.70-15. .
