HomeMy WebLinkAbout08583Amended Copy 04/17/13 ORDINANCE NO. 8583 AN ORDINANCE ESTABLISHING THE EILER NEIGHBORHOOD STORY AND COMMUNITY BUILT SURVEY PROJECT NO. PL1304, BUDGETING AND APPROPRIATING $22,718 FOR SAID PROJECT, APPROVING A GRANT CONTRACT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE STATE OF COLORADO, ACTING BY AND THROUGH THE STATE HISTORICAL SOCIETY FOR SAID PROJECT, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the first purpose of the City’s Historic Preservation Code is to identify, designate, and preserve those buildings, objects, monuments, structures, and sites which reflect outstanding elements of the community’s architectural and cultural heritage; and WHEREAS, the City of Pueblo has received a grant from the Colorado Historical Society, Certified Local Government grant program, to fund the Eiler Neighborhood Story and Community Built Survey, subject to the execution of a Contract; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. PL1304, Eiler Neighborhood Story and Community Built Survey, is hereby established. SECTION 2. Grant funds from the Colorado Historical Society in the amount of $21,018 and $1,700 in matching funds from Historic Pueblo, Inc. are hereby accepted and funds totaling $22,718 are hereby budgeted and appropriated for said Project. SECTION 3. The Contract and Attachments between the City of Pueblo, a Municipal Corporation, and the State of Colorado by and through the State Historical Society, relating to the Eiler Neighborhood Story and Community Built Survey, copies which are attached hereto and incorporated herein, having been approved as to form by the City Attorney, are hereby approved. SECTION 4. The President of City Council is hereby authorized to execute and deliver said Grant Contract, in the name of and behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 5. This Ordinance shall become effective immediately upon final passage and approval. RECOMMENDATION Approval of the Ordinance. BACKGROUND The City’s Historic Preservation Commission was awarded a $21,018 grant to conduct the Eiler Neighborhood Story and Community Built Survey in January of 2013. The study will engage the Eiler Neighborhood, a well preserved and close knit area north of the steel mill. The consultant will help build their story via memoir seminars, interviews, architectural survey, and a short video. The result will be a detailed survey and neighborhood context that will identify landmark and historic district potential and share the unique story to hopefully attract new residents. FINANCIAL IMPACT The City will be reimbursed up to $21,018 by the SHS upon completion of the Project. Historic Pueblo Inc. will provide $1,700 as cash match. P.O. Box 2386 • . As I am sure you are aware, this is a very unique, one -block neighborhood in the historic Bessemer area, just north of the steel mill. It is a special area because unlike the surrounding blocks, this one has remained intact and self-vitalized. The 1100 block of Eilers Avenue needs to be protected and preserved for several reasons. First, most of the residents of this block are the original or near original residents. At the expense of political correctness, most of the current residents are very old and are passing quickly. Their first hand history of not only this one block, but the entire neighborhood, needs to be documented and distributed before it is lost. Secondly, this neighborhood is at risk of being destroyed by its own Government. It is needlessly being assaulted by the Environmental Protection Agency and the Department of Transportation. Without some sort of protection, these governmental agencies will destroy this historically significant neighborhood in the name of "progress ". Historic Pueblo, Inc. has donated $1,000 to help the efforts to preserve this area. In addition, we have created a "trust" for the Eiler Heights Neighborhood for which funds can be held securely. Currently there is just over $1,700.00 being held in this account. On behalf of the Board of Directors of Historic Pueblo, Inc. we urge the authorization of the grant requested in order to help preserve and protect a large piece of Pueblo's history and the homes for many of our valued residents.
