HomeMy WebLinkAbout08582 ORDINANCE NO. 8582 AN ORDINANCE RESCINDING ORDINANCE NO. 8554, BUDGETING AND APPROPRIATING AN ADDITIONAL $613,061 FOR TRANSPORTATION AND TRANSIT PLANNING SERVICES FOR FEDERAL FISCAL YEARS 2012 AND 2013 AND $7,400 OF 2013 RURAL TRANSPORTATION PLANNING REGION FUNDS COLLECTIVELY RELATED TO THE 2013 DELEGATION AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE PUEBLO AREA COUNCIL OF GOVERNMENTS BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Ordinance No. 8554 approved by City Council on December 10, 2012 is hereby rescinded. SECTION 2. Additional federal funds in the amount of $613,061 from the Federal Highway Administration Consolidated Planning Grant provided to Pueblo Area Council of Governments (“PACOG”) for fiscal years 2012 and 2013 are hereby budgeted and appropriated for transportation and transit planning services provided by the City of Pueblo in accordance with the 2013 Delegation Agreement between the City of Pueblo, a Municipal Corporation, and PACOG approved on December 26, 2012. SECTION 3. Additional funds in the amount of $84,921 are hereby budgeted and appropriated as local matching funds for the PACOG Federal Highway Administration Consolidated Planning Grant for federal fiscal years 2012 and 2013. SECTION 4. Budgeted funds in the amount of $20,587 are hereby transferred from the 2013 Planning and Community Development Department Personnel Budget to the 2013 Intergovernmental Agreement Fund to provide for the balance of the City of Pueblo’s local matching funds for the Federal Highway Administration Consolidated Planning Grant for federal fiscal years 2012 and 2013. SECTION 5. Funds in the amount of $7,400 of 2013 Rural Transportation Planning Region Funds are hereby budgeted and appropriated from Pueblo Area Council of Governments funds reimbursed to the City for rural transportation planning services. SECTION 6. This Ordinance shall become effective upon final passage and approval. RECOMMENDATION Approval of the Ordinance. BACKGROUND Ordinance No. 8554 approved by City Council on December 10, 2012 budgeted and appropriated the 2013 Federal Highway Administration (FHWA) Consolidated Planning Grant Funds, the 2013 local matching funds provided by PACOG, and budgeted and appropriated the estimated unspent funds from 2012. According to the grant agreement between PACOG and FHWA, the funding is provided for a two-year grant period covering 2012 and 2013. Therefore, the City should budget and appropriate all federal and local matching funds for the entire two year period, not just the 2013 funds and unspent funds from 2012. Ordinance No. 8446 approved by City Council on February 13, 2012 budgeted and appropriated $495,651 of 2012 Consolidated Planning Grant funds and $7,400 of rural transportation planning funds for 2012. This Ordinance budgets and appropriates an additional $613,061 in CPG funds ($507,553 federal, $84,921 local matching funds, and $20,587 of City's matching funds for 2011 additional CPG federal funds received by PACOG) and $7,400 in 2013 rural transportation planning funds. This increase in the budget and appropriation covers all federal and state funds received during the two-year grant period covering 2012 and 2013 (See Attachment 1, 2012-2013 CPG Funding). The Ordinance also transfers $20,587 of Planning and Community Development Department personnel budget for 2013 to the 2013 Intergovernmental Agreement Fund. This action provides the City's local matching funds for PACOG to receive $137,170 in additional 2011 Consolidated Planning Grant funds. FINANCIAL IMPACT Funds in the amount of $20,587 will be transferred from the Planning and Community Development Department personnel budget to cover the City's local matching funds to PACOG. An additional 380 hours of administrative staff time will be allocated for work with the Urban Transportation Planning Division during 2013 that is currently included in the Planning Department's personnel budget.
