INTRODUCED March 11, 2013 BY: Chris Nicoll PASSED AND APPROVED: March 25, 2013 Background Paper for Proposed ORDINANCE DATE: March 11, 2013 AGENDA ITEM # R-1 DEPARTMENT: STEVEN MEIER, INTERIM DIRECTOR PARKS AND RECREATION TITLE: AN ORDINANCE APPROVING AND ACCEPTING A COLORADO TREE COALITION GRANT, CTC GRANT NUMBER 13-11, AND APPLICABLE CONDITIONS PERTAINING THERETO, AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE GRANT AGREEMENT RELATING TO SAME, ESTABLISHING PROJECT NO. PL1302, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $2,000 FOR THE PURPOSES AUTHORIZED BY THE GRANT AGREEMENT ISSUE: Should the City of Pueblo accept a grant award from the Colorado Tree Coalition in the amount of $2,000, establish a Project account, and budget and appropriate the amount of $2,000 for the grant purposes? RECOMMENDATION: Approval of the Ordinance. BACKGROUND: An application for a grant from the Colorado Tree Coalition, was submitted in December 2012. The CTC notified the Parks and Recreation Department of the grant award on February 6, 2013. The application submitted was for the “Mineral Palace Rejuvenation and Arboretum Addition” project which consists of the purchase and planting of several trees to improve the area located southeast of the Main Display and Rose Garden areas in Mineral Palace Park. The trees to be purchased will consist of ginkgo, horse chestnut and oak (appropriate for the climate and soil conditions) and will be unique additions to the existing tree inventory. This will help diversify the entire urban forest and discourage health issues. Planting these species in the Mineral Palace Arboretum will not only add diversity, but also community awareness of the urban forest. Working on this project will be neighborhood associations, high school students needing community service hours and full-time Parks Department employees. FINANCIAL IMPACT: Acceptance of the grant, as recommended, would bind the City to the conditions of the CTC Grant Agreement.
