A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2013
GENERAL FUND BUDGET TO THE COLORADO STATE
UNIVERSITY-PUEBLO FOUNDATION IN THE AMOUNT
OF $2,000 TO SPONSOR LEAD RESEARCH IN THE
EILERS NEIGHBORHOOD
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
Section 1.
Payment in the amount of $2,000 from the Council Contingencies Account in the
2013 General Fund Budget is authorized to be paid to Colorado State University-Pueblo
Foundation to sponsor lead research in the Eilers Neighborhood.
Section 2.
This Resolution shall become effective upon passage and approval.

ISSUE:
Should the City Council approve a Resolution authorizing the payment of $2,000 from
the Council Contingencies Account to sponsor lead research in the Eilers
Neighborhood?
RECOMMENDATION:
This Resolution is at the request of City Council Member Sandy Daff.
BACKGROUND:
Council Member Sandy Daff is requesting $2,000 to sponsor lead research in the Eilers
Neighborhood. When the University receives the proposed funding, it is requested that
15% of the funding is applied to fees related to costs for administering the account. The
remainder of the funds would be used to support the testing in the Eilers Neighborhood.
FINANCIAL IMPACT:
Funds in the amount of $2,000 would be paid from the Council Contingencies Account
in the 2012 General Fund Budget to Colorado State University-Pueblo Foundation.

Re: Request for funding to support additional lead research
Dear Councilwoman Daff:
I am contacting you to request funding to support additional research of lead levels in the soil
and in the blood of children from the Eilers neighborhood in Pueblo's Bessemer community.
As you know, I have been conducting research regarding Iead levels in the Pueblo community
and the potential impacts it can have on children. The main objective of my research is to
investigate the potential health risks in Pueblo's vulnerable children from lead exposure. The
research specifically aims to determine if children living in areas with high levels of heavy
metals have higher blood lead levels compared with children living in other parts of town. The
second aim is to determine the potential differential genetic polymorphisms in heavy metal
metabolism among Pueblo children.
So far, we have tested blood lead levels of 169 children from all over Pueblo. I do not currently
have enough data to conclude whether or not the Environmental Protection Agency's (EPA)
potential Superfund designation is necessary. To determine if the lead levels in the Eilers
neighborhood are higher and citizens living there are at a greater risk than those in other areas of
Pueblo, additional blood and soil testing is crucial.
Any financial support that Pueblo City Council could provide would be used to determine the
significance of lead in the Eilers neighborhood compared to other areas of the community. The
data collected would be shared with Pueblo City Council, and this information could prove to be
fundamental for future decisions regarding the possible Superfund designation.
